Provincial Party Secretary: Need to handle officials of the Ministry of Natural Resources and Environment who do not improve the quality of administrative reform
(Baonghean.vn) - Provincial Party Secretary Nguyen Dac Vinh noted that the Department of Natural Resources and Environment must make greater efforts to improve the quality of administrative reform; there must be sanctions to handle officials who do not perform well the above tasks.
On the morning of August 19, Inspection Team No. 9 of the Provincial Party Committee led by Comrade Nguyen Dac Vinh - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation had a working session with the Department of Natural Resources and Environment on the results of the implementation of the Project to promote administrative reform, improve the quality of cadres, civil servants and public employees in the period 2016-2020.

As for officials and civil servants, their spirit, attitude, sense of responsibility and work-solving skills are not good.
As a unit with many administrative procedures (AP) for State management related to organizations and people,The Party Committee of the Department of Natural Resources and Environment has issued a specialized Resolution and plan, and solutions to improve the effectiveness of administrative reform (AR).

Accordingly, the Department has reduced the processing time of administrative procedures and reduced some steps in administrative procedures. Up to now, the Department has reviewed and proposed to reduce the internal processing time of administrative procedures in the fields of land, environment, minerals and resources; and authorized land auction pricing to the district level.
Conduct a survey on the satisfaction level of organizations and individuals when performing administrative procedures at the Department of Natural Resources and Environment of Nghe An in 4 forms: distributing survey forms directly; sending by post; distributing survey forms at the one-stop department; sending survey forms via email to organizations and individuals.
Accordingly, in the first 6 months of 2019, the Department conducted surveys and announced results for 220 related organizations and individuals.

In addition, the Department has seriously directed the work of training, fostering, planning, and rotating cadres while strictly implementing discipline, administrative discipline, and severely handling cadres and civil servants who violate public ethics.
As a result, from 2016 to present, the Department has conducted 33 inspections and supervisions on administrative reform work at departments, offices and affiliated units.
In addition to the achieved results, the Department of Natural Resources and Environment pointed out the limitations in administrative reform work, which are: The rate of online public services at level 3 and level 4 has not been achieved; the facilities for implementing administrative reform have not met the requirements; there are still some cadres and civil servants whose spirit, attitude, sense of responsibility, and work-solving skills are not good, affecting the time and quality of handling administrative procedures, etc.

Discussing at the meeting, members of the Inspection Team requested the Department of Natural Resources and Environment to clarify a number of contents: Evaluation and classification of cadres and civil servants performing assigned tasks; inadequacies in fees for issuing documents; promulgating regulations on standards and criteria for positions of department-level leaders of the industry at the district level; strengthening State management of land auctions and quality of land planning...
The delegation also requested the Department to clarify the progress of establishing land use right registration offices at the same level; implementing the autonomy mechanism in public service units; streamlining the apparatus; the direction of the sector to the grassroots level on administrative reform; rotation of commune-level cadastral officers; granting land use rights; State management of licensing and management of mineral exploitation mines, environmental impact assessment (EIA); slow issuance of land use right certificates, etc.
Avoid harassment of people and businesses
Concluding the meeting, Provincial Party Secretary Nguyen Dac Vinh acknowledged and highly appreciated the Department of Natural Resources and Environment's efforts to implement the Basic Administrative Reform Project on schedule and ensure quality.
According to the Provincial Party Secretary, the Department of Natural Resources and Environment is the unit in charge of many complex and sensitive areas related to people and businesses. Therefore, the core issue to improve the effectiveness of administrative reform is the human factor, first of all, promoting the sense of responsibility of the leader to each cadre and civil servant handling the work.

“The Department needs to have strict management measures, raise awareness and responsibility for public ethics of each cadre and civil servant, avoid harassment of people and businesses. Along with that, improve work quality, minimize errors. The Department needs to coordinate with local Party committees and authorities to do a good job of managing natural resources and the environment,” the Provincial Party Secretary emphasized.
Comrade Nguyen Dac Vinh noted that the Department of Natural Resources and Environment must make greater efforts to improve the quality of administrative reform, especially the signing of commitments to perform tasks by cadres and civil servants is not a movement but must have sanctions for violations and non-performance; effectively implement solutions to survey the satisfaction level of organizations and individuals with the provision of public services by the unit.
