"...The 18th Provincial Party Congress has identified great goals, requiring efforts from the entire political system, especially the creativity and dedication of workers, civil servants, laborers and trade unions.

In the current new situation, Nghe An Trade Union needs to pay special attention: the living standards of workers, civil servants and laborers are low, working conditions are difficult; the number of workers and laborers in state-owned enterprises is decreasing, while the number of workers and laborers in non-state-owned enterprises is increasing; and in the context of integration, our trade union organization will face fierce competition.

I would like to emphasize and suggest some more issues for the Congress to discuss, consider and decide on directions, tasks and solutions for the 2018-2023 term:

The first,It is necessary to pay attention to raising the awareness, political capacity and revolutionary level of the working class. Trade unions at all levels need to focus on propaganda and education work, helping workers and civil servants to have a deep understanding of the class, the Party, the Party's ideals and the Trade Union. Proactively coordinate with authorities at all levels to pay attention to training and fostering so that workers can access scientific and technological advances and new knowledge associated with labor production.

Monday,perform well the role of representative and protector of the legitimate and legal rights and interests of the working class and laborers. Actively participate in and organize well the signing and implementation of collective labor agreements, resolve labor disputes well, participate in developing plans to reorganize production and business, innovate the organization and operation of enterprises, first of all state-owned enterprises according to the policies of the Party and the State. Take care of the practical interests of the workforce, especially jobs, housing, income, working conditions, social insurance, health insurance... and other social policies.

Tuesday,Launch and organize emulation movements well; continuously innovate the content and forms of emulation in accordance with the characteristics of each industry, locality and facility; direct the emulation movement towards the goal of "improving productivity - quality - efficiency, ensuring employment - life - democracy and social justice, contributing to economic growth, completing the political tasks of the industry and locality.

Wednesday,Continue to take care of building, consolidating and developing the Trade Union organization to truly be a socio-political organization, a large mass organization of workers, representing the strength, talent and intelligence of workers and civil servants. It is necessary to diversify forms of mass gathering, strengthen social activities, to gather a large number of workers in all economic sectors. Trade Union activities must be directed towards the grassroots; overcome the state of sclerosis and administrativeization in Trade Union activities. Research and build a suitable Trade Union organization in areas with a large number of workers such as industrial parks, export processing zones, and enterprises with many workers and laborers.

Thursday, need to do a good job of Party building in their agencies and organizations in the spirit of Resolution 4 of the Central Committee and Resolution 6 of the Central Committee (12th tenure). Promote the training and development of the Party among workers, contributing to strengthening the working class nature of the Party. Build a team of trade union cadres with good qualifications and working capacity, close to workers and laborers.

I suggest that Party committees and organizations at all levels need to fully recognize their responsibilities, regularly take care of leading the workers' movement and the activities of trade unions; periodically and regularly listen to the work situation of trade unions and the aspirations of workers to promptly give instructions; closely coordinate with government and professional leaders, the Fatherland Front and other organizations with the Trade Union in all aspects of work and create favorable conditions for trade unions to operate effectively"./.
