Create equal learning opportunities between regions
This is a meeting to review the results of education and training in Nghe An in the period of 2013 - 2017. In the past three years, the province's education work has achieved many outstanding results, in which the rate of schools meeting national standards has increased rapidly over the years. Up to now, the whole province has 995 schools meeting national standards, reaching 65%, an increase of 12.5% compared to 2013. School facilities continue to be invested in, meeting the learning needs of students, especially in mountainous and remote districts. In particular, in terms of education quality, Nghe An has always been a province that maintains its leading position in the country in terms of the quality of excellent students at the national, regional and international levels.
At the meeting, many issues were raised for the education sector, focusing on solving teacher surplus, arranging the scale and network of schools, eliminating the disease of achievements and equalizing quality in education.

However, besides that, he also raised many questions with the Director of the Department of Education and Training and requested that the education sector must be responsible for the entire political system, especially when currently 1/3 of the province's regular budget is being prioritized for the education sector. Among them, there are issues that he suggested: Many problems that the education sector must participate in solving, not just advising and proposing to the provincial leaders and other sectors.
No performance-based assessment
During the implementation process, the Provincial Party Secretary requested the Education sector to pay attention to many issues. Specifically, in educational management, it is necessary to correctly assess the current situation and avoid the disease of achievement. In many cases, although the province's report is quite good, in reality, many places and regions have not achieved such results. For example, in evaluating standard schools, the quality of teaching should be emphasized. However, do not evaluate by scores. Instead, students must participate in many large-scale exchanges to properly assess their abilities: "There should be no leveling in education because only when there is a difference can there be striving."
The education sector also needs to focus on inspection and examination work. In fact, according to the Secretary, he has read many petitions from the education sector recently and is very "impatient". He requested: For the education sector, the environment is the most important and must be healthy and clean for students to develop well.

The Provincial Party Secretary also gave many opinions on the implementation of the new VNEN school model. According to comrade Nguyen Dac Vinh, this is a pilot program and cannot avoid shortcomings. However, when implementing, it is necessary to compare the advantages and disadvantages and quantify them for harmonious implementation.
Regarding teacher recruitment, the education sector must consider specifically, avoid negativity and find many ways to raise standards to recruit quality teachers. During the implementation process, Nghe An must arrange the teaching staff evenly and reasonably and pay attention to the issue of total staffing because there is currently no staffing for the education sector. In appointing principals, it is necessary to increase standards to enhance the responsibility of the head and have a widespread effect. Drawing on experience from the recent arrangement of the head of the education department to a mountainous district, he requested: The negotiation of heads of training departments must have the supervision and opinions of the sector.

Before the new school year, to avoid overcharging, the education sector should convert the fee into one fee so as not to affect the lives of families. The remaining fee should be converted to voluntary and must be implemented in a truly voluntary manner.
At this meeting, the Provincial Party Secretary also gave his opinion on issues such as: Project "Building Phan Boi Chau High School for the Gifted in the period 2010 - 2015 and the following years", implementing the National Science and Technology Competition for high school students...
With some proposals and recommendations from the Department of Education and Training, he noted and will report to the competent authorities for consideration and resolution.
Regarding the issue of surplus teachers, at the meeting, Comrade Dau Van Thanh - Director of the Department of Home Affairs said: Currently, the whole province has 47,513 teachers and if the province calculates the maximum number of teachers/class, the whole province has a surplus of about 1,400 teachers. To implement staff streamlining, from now until 2021, the province must reduce 10% of the current number of teachers and cannot recruit new teachers. The Director of the Department of Home Affairs also disagreed with the plan to arrange teachers/classes in 2017 because it was "unreasonable" and required an increase of over 200 teachers. Presently, facing the "hot" growth demand of preschool education, the Department is also asking the province to allow a seasonal teacher contract mechanism with strict supervision and management because in reality, preschool education is in need of several thousand teachers this year and the next few years. |
