Provincial Party Secretary raises 4 core contents to combat the habit of waiting and relying on others

On the morning of September 27, under the chairmanship of comrade Nguyen Dac Vinh - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, the Provincial Party Committee Standing Committee held a meeting to listen to and give opinions on the results of 5 years of implementing Project 07-DA/TU dated May 30, 2014 of the Provincial Party Committee Standing Committee on "Enhancing exemplary behavior, combating conservative thinking, waiting, and dependence among cadres and party members" (abbreviated as Project No. 07).

Promote exemplary behavior, criticize conservative and dependent thinking

According to the report of the Provincial Party Committee's Propaganda Department, the results of implementing the 6 tasks and solutions stated in Project 07 show that: propaganda work, setting good examples of exemplary behavior, criticizing conservative thinking and relying on others have been focused on by Party committees at all levels. The work of fostering and educating political ideology has had many positive changes.

The building of cadres and party members and the enhancement of exemplary vanguard role have been seriously implemented through the annual proactive review of cadres, civil servants, public employees and party members in their localities and units, and the restructuring and rearrangement of cadres at all levels and sectors according to job positions, ensuring the right people for the right jobs.

Party committees at all levels effectively direct self-criticism and criticism within the Party through monthly, quarterly and annual Party cell meetings; 100% of Party committees from the provincial to grassroots levels adhere to the principle of "collective leadership, individual responsibility". Inspection, supervision and disciplinary actions are carried out in accordance with the actual situation.

Methods and approaches to attracting investment have been innovated and created, thereby gradually overcoming the mindset of waiting and relying on others, creating many important results.

However, the report on the results of the 5-year implementation of Project 07 also pointed out some limitations and shortcomings. That is, the leadership and direction of the implementation of the Project at some grassroots Party committees were not timely and not regular; some grassroots Party organizations did not properly implement the principles of organizing Party activities; the training, rotation, and arrangement of cadres at some Party committees were sometimes not very effective, and there were still local, local, clan, and lingering situations...

Typical propaganda to create spread

Expressing his views on implementing Project 07, Comrade Nguyen Van Thong - Deputy Secretary of the Provincial Party Committee said that in order for the Project to be highly effective, there must be many mechanisms and policies to reduce poverty and create suitable livelihoods.

In addition, focus on promoting typical, pioneering models of individuals, groups, regions, and areas in setting examples of poverty eradication. This will have a strong influence, creating psychological stimulation and a spirit of progress in the community.

Agreeing with this view, comrade Nguyen Xuan Son - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council affirmed that the issuance of Project No. 07 by the Provincial Party Committee Standing Committee shows a timely step, in line with practical requirements.

However, after 5 years of implementing the Project, some shortcomings have been revealed. In order for this policy to continue to develop and spread strongly in social life, all levels, sectors and localities need to focus on "construction" as the main task.

In the coming time, we must promote exemplary deeds and projects, continue to strengthen propaganda work, and convey the content of Project No. 07 more closely to the grassroots.

4 core contents to fight against the habit of waiting and relying on others

In his concluding remarks, Provincial Party Secretary Nguyen Dac Vinh pointed out: The opposite of expectation and dependence is self-reliance. And to effectively implement the Project, there is nothing better than clearly defining "building and fighting".

Comrade Nguyen Dac Vinh explained: Building is to encourage self-reliance and self-improvement; opposing is to oppose the mentality of waiting and dependence.

There are 4 issues related to the implementation of Project No. 07 raised by the Provincial Party Secretary to combat the habit of waiting and relying on cadres, party members and people. First of all, there needs to be unity in policy, the viewpoint is to be proactive and innovative right in policy.

Second is to focus on propaganda work: through the press and media, through all levels and sectors.

Third is through the exemplary and pioneering role of party members and people and finally, focusing on the mobilization stage so that the policy goes deep into practical life.

The Provincial Party Secretary also noted that for a long time, the "axis" of waiting and relying on each other has often been from the bottom up: the commune waits for the district, the district relies on the province... However, there are also issues where superiors wait for and rely on subordinates. This makes work ineffective and inactive.

To overcome this, leaders at all levels, cadres and party members must regularly promote pioneering and exemplary role, thereby creating trust and guiding people to effectively carry out emulation movements and achieve common goals.
