Nghe An Provincial Party Secretary: Officials and party members do not give, present or receive Tet gifts

On the morning of January 11, the Provincial Party Standing Committee held an online conference with the Standing Committees of district, city, town Party Committees and affiliated Party Committees on the implementation of tasks in 2017 and the deployment of key tasks in the coming time.

In 2017, Nghe An province completed 27/27 main targets on socio-economic development, of which 8 targets exceeded the set plan. The growth rate of gross regional domestic product (GRDP) reached 8.25%; higher than the growth rate of recent years and higher than the average growth rate of the whole country (estimated at 6.81%).

The province also has Nam Dan district meeting the criteria for a new rural district, with 29 more communes meeting the new rural standards, bringing the total number of communes meeting the new rural standards in the province to 181, an average of 14.3 criteria/commune.

Budget revenue in 2017 reached 12,465 billion VND, up 13.3% over the same period in 2016; budget expenditure basically met the set requirements, reaching 22,139 billion VND.

The socio-cultural fields continued to have many positive changes with positive results. National defense and security were maintained, social order and safety were ensured, creating a favorable environment for socio-economic development and attracting investment. However, the State management of land and resources is still loose, many violations have been discovered at the grassroots level; the implementation of a number of projects on Party building at some grassroots levels has had limited results; the work of grasping and forecasting the situation of problems arising at the grassroots level is still limited...

At the conference, representatives of leaders of districts, cities and towns reported on the results achieved in the year as well as proposed solutions to effectively implement the tasks of 2018. Leaders of Party committees, departments and branches also responded to recommendations and proposals from localities under their authority.

Delegates suggested that localities strengthen and proactively carry out inspection and supervision work, consolidate and train cadres; pay attention to promoting propaganda work to celebrate the Party and celebrate Spring;...

Responding to the recommendations of localities, Chairman of the Provincial People's Committee Nguyen Xuan Duong requested the Department of Finance to review the policies and regimes to promptly pay beneficiaries; the Department of Agriculture and Rural Development to study and advise the Provincial People's Committee to seek opinions from the Provincial Party Committee Standing Committee on the mechanism to support mountainous villages and hamlets in new rural construction...

Concluding the conference, Provincial Party Secretary Nguyen Dac Vinh acknowledged the achievements of the past year. However, within the framework of the Party work conference, the Provincial Party Secretary assessed that the district, city, town Party Committees and affiliated Party Committees have not yet proposed many solutions for Party building work.

In the spirit of Resolution 4 of the Central Committee (12th tenure), Secretary Nguyen Dac Vinh requested that the year-end review work must be carried out seriously. Localities also need to strengthen dialogue with the people, considering this a regular task; grasp and promptly forecast the situation at the grassroots level.

Particularly in 2018, the Provincial Party Secretary emphasized that in some establishments, it is necessary to overcome limitations in detecting and organizing inspections of party members and party organizations when there are signs of violations, especially directly subordinate party organizations, party members who are members of the same-level Party Committee, and cadres under the management of the Party Committee.

The head of the Provincial Party Committee also requested that district, city, town Party Committees and affiliated Party Committees seriously implement Resolution 6 of the Central Committee (Term XII).

The Secretariat issued Directive No. 16 - CT/TW dated December 22, 2017 on organizing Tet 2018 and the Provincial Party Standing Committee issued Directive 17 - CT/TU dated December 30, 2017 on organizing Tet 2018.

The Provincial Party Secretary requested that localities strictly implement the above directives, especially each cadre, party member, and leader needs to be exemplary and seriously implement the policy of not giving, donating, or receiving Tet gifts.
