The Provincial Party Executive Committee listened to and commented on the report on the socio-economic situation and administrative reform in the first 6 months of the year, the results of implementing Conclusion No. 123 of the Party Central Committee on the Supplementary Project on socio-economic development in 2025 with the growth target of 8% or more and 4 key Resolutions of the Politburo.

In the first 6 months of the year, in the context of restructuring the apparatus and implementing the 2-level local government model, the growth rate of gross regional domestic product (GRDP) in the province still achieved quite positive results. The GRDP growth rate in the province is estimated at 8.24% (in the first quarter it increased by 6.99%, in the second quarter it increased by 9.24%). This is the highest 6-month growth rate in the past 5 years of Nghe An province.

Estimated budget revenue is 13,890 billion VND, reaching 78.4% of the estimate. The 2025 public investment plan has disbursed 3,907,363 billion VND, reaching 43.09% of the detailed capital plan and 39.06% of the total plan. The province has approved investment policies/new grants for 35 projects, adjusted for 98 projects, with a total newly granted and increased investment capital of more than 15,021 billion VND, including 292.1 million USD of FDI capital.

As of June 26, the province has built and repaired 20,300 houses, reaching 97.39% of the plan, striving to complete the remaining 543 houses before July 31, 2025. All levels and sectors have actively and urgently carried out the revolution of streamlining the organizational apparatus and arranging administrative units; resolutely and urgently prepared the necessary conditions to implement the 2-level local government model.

The province has also focused on drastically implementing the four key resolutions of the Politburo: Resolution No. 57-NQ/TW, Resolution No. 59-NQ/TW, Resolution No. 66-NQ/TW, Resolution No. 68-NQ/TW and has so far achieved important initial results.

At the meeting, the members of the Provincial Party Committee unanimously appreciated the results of socio-economic development and implementation of key tasks of the province in the first 6 months of the year; at the same time, they raised difficulties surrounding the disbursement of public investment, site clearance, and violations in the field of land.

Delegates spent a lot of time analyzing and evaluating the performance of the new commune-level government apparatus after 1 week of operation, ensuring smoothness and efficiency, meeting the goal of being close to the people, serving the people and businesses better.

However, the operation of the Public Administration Service Center still has some difficulties and problems regarding equipment, technical infrastructure, office space, human resources, etc. The professional qualifications of the communal-level staff still have certain limitations.

Based on the practical experience after 1 week of operating the commune-level government apparatus, delegates proposed to strengthen training and foster professional skills for staff, or organize new recruitment, increase staff from the province to the commune; promptly hand over completed and under-construction works and projects to the commune level...

Achieve the highest level of goals for 2025 and the entire term

Concluding this content, discussing the general context, Provincial Party Secretary Nguyen Duc Trung assessed that, despite many difficulties and challenges, the socio-economic development results of the first 6 months of the year were very positive; the results of the organization and arrangement of the administrative apparatus at the commune level met the direction of the Central Government; the administrative apparatus at the commune level initially came into operation, basically meeting the requirements; administrative reform had changes...

In addition to the achieved results, the Provincial Party Secretary also said that growth has not been as planned; business operations continue to face difficulties; disbursement of central budget capital is still low; some large projects are still stuck in site clearance; indicators on administrative reform and provincial competitiveness tend to decrease; labor resources have not met requirements; initial operations of the new commune-level government still have difficulties and problems...

Emphasizing the key tasks and solutions for the last 6 months of the year, Provincial Party Secretary Nguyen Duc Trung requested all levels, sectors and localities to focus on effectively implementing the synchronous 2-level local government model from party organizations to the government, ensuring smooth and effective operations, without interruption, without leaving any fields or areas vacant, to best serve the needs of people and businesses.

Sectors and localities must proactively follow up closely, grasp the situation, promptly report and direct the handling of problems arising during the implementation process. Departments and sectors need to promptly urge, guide, support, and gradually resolve arising difficulties, ensuring conditions for the new commune-level government apparatus to operate.

Proactively review and continue to resolve issues arising in the work of arranging and implementing personnel policies, handling finances and assets; complete guidelines in accordance with Central regulations, especially decentralization and delegation of authority to the commune level.

Provincial Party Secretary Nguyen Duc Trung also proposed to focus on reviewing and proposing solutions to implement and complete the highest level of the set goals for 2025 and the entire 2020-2025 term. Continue to pay attention to implementing budget collection, arranging the budget to ensure the operation of the new commune-level government associated with thrift practice. Proactively deploy solutions to disburse public investment capital and national target programs to achieve the set goals.

Focus on implementing well the settlement of administrative procedures to solve the work of people and businesses to meet the requirements; focus on removing difficulties and obstacles for businesses and investors to promote production and business activities, contributing to the common growth target; pay attention to completing procedures to implement large projects and works.

In the context of the military, police and border forces implementing organizational arrangements, the Provincial Party Secretary paid attention to the task of ensuring national defense, security and social order, especially in border and rural areas.

In particular, Provincial Party Secretary Nguyen Duc Trung requested attention to reviewing and preparing contents to organize the Congress of 130 new commune Party Committees; reviewing the contents to best prepare the Political Report, action programs, key projects and proposals in the program of the 20th Provincial Party Congress.
