Provincial Party Secretary Nguyen Khac Than works with Yen Hoa Commune Party Committee

Many positive results

Yen Hoa is a mountainous commune of Nghe An province, established on the basis of merging two communes: Yen Hoa and Yen Thang (old). The commune's population is 8,418 people, of which Thai and Kho Mu ethnic groups account for 97.87%.

Reporting at the meeting, Party Secretary of Luong Ba Vin commune said that after more than 4 months of implementing the 2-level local government, the commune has initially operated basically stably and smoothly. The grassroots government apparatus has been basically completed and operated stably. The team of cadres, civil servants and public employees have gradually met the requirements of the tasks.

Tasks on administrative reform, e-government, and digital transformation have been implemented, contributing to improving the effectiveness of state management and serving the people. The ranking results of the Index of serving people and businesses in performing administrative procedures and providing public services in the third quarter of 2025 ranked 13th out of 130 communes in the whole province.

The people are in consensus and united, the security and order situation, social safety in residential areas and within the people are stable. The work of building the Party and the political system has been strengthened with many solutions. The tasks of socio-economic development have achieved many positive results.

In addition to the achieved results, Secretary of the Party Committee of Luong Ba Vin commune said that the commune is currently lacking 18 cadres and civil servants in the Party, mass organizations and government, affecting the work of leadership, direction, administration and serving the people. In particular, the lack of specialized cadres in the fields of finance, planning, construction... has greatly affected the implementation of tasks.

In addition, the facilities and working equipment for officials and civil servants have not met the requirements. The decentralization, delegation of authority, and clear division of responsibilities between levels are not really clear, still overlapping, and not synchronized.

The target program capital sources are slow to be allocated, the amount is large, making it very difficult to disburse all of it by 2025. Some projects and works transferred to investors are facing problems in project management and capital conversion.

Ensuring commune-level government operates effectively and efficiently

Concluding the working session, Provincial Party Secretary Nguyen Khac Than acknowledged and highly appreciated the results in socio-economic development, national defense, security, Party building, political system and implementation of two-level local government in Yen Hoa commune; at the same time, pointed out a number of difficulties and limitations of the commune.

In the coming time, Provincial Party Secretary Nguyen Khac Than requested the Yen Hoa Commune Party Committee to specifically and systematically deploy programs, projects, and plans to implement the Resolution of the Commune Party Congress. In this work, it is necessary to assign specific tasks, assign responsibilities to specific organizations and individuals, and develop a roadmap for completion.

Yen Hoa commune also needs to review and closely evaluate the commune's potential, advantages and strengths based on a new vision and in a new context for implementation. On that basis, adjust the planning with a new vision and new thinking, combined with resource allocation for implementation.

In addition, the commune continues to strengthen the building of a strong and united Party and political system; strengthen the leadership of grassroots party organizations and party members to join hands and unite to build Yen Hoa commune to develop more and more. This needs to be done soon and done well to create a foundation for the commune to develop.

Provincial Party Secretary Nguyen Khac Than also requested the Yen Hoa Commune Party Committee to lead and direct socio-economic development, build new rural areas in a modern and civilized direction; thereby improving the material and spiritual life of the people.

In particular, continue to implement solutions to ensure that commune-level authorities after reorganization operate effectively, efficiently, and best serve the needs of people and businesses.

To do so, it is necessary to build a team of dedicated, conscientious, highly responsible, hard-working and eager-to-learn officials and civil servants who promptly serve the people's legitimate suggestions and proposals. Strengthen the application of science, technology and digital transformation in providing and resolving administrative procedures for the people.

Provincial Party Secretary Nguyen Khac Than also requested Yen Hoa commune to focus on preparing for the election of National Assembly and People's Council deputies at all levels; continue to reorganize villages and hamlets; and pay attention to thoroughly overcoming the consequences of natural disasters and floods because this is an issue that people are eagerly waiting for.
