Provincial Party Secretary: The core content to protect the Party's strength and prestige is Party building work.

This was affirmed by comrade Nguyen Dac Vinh - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation at the Conference to review Party building work and implementation of the Party Charter for the 12th Congress term held on the afternoon of September 17.

Attending the conference were comrades: Thai Thanh Quy - Alternate member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Nguyen Van Thong - Deputy Secretary of the Provincial Party Committee; comrades members of the Provincial Party Committee Standing Committee, members of the Provincial Party Committee.

Party building work achieved many important results.

The Party building work during the term has achieved quite comprehensive results in terms of politics, ideology and organization. Thereby, it has enhanced trust, created unity within the entire Party, government and consensus among the people.

The work of Party building and rectification in accordance with Resolution 4 of the 11th Central Committee on the fight against bureaucracy, corruption and waste; Resolution 4 of the 12th Central Committee on strengthening Party building and rectification; preventing and repelling the degradation of political ideology, ethics, lifestyle, and manifestations of "self-evolution" and "self-transformation" within the Party has achieved many positive results. The Standing Committees and Standing Committees of Party Committees at all levels have paid more attention to the work of inspecting the implementation of Party guidelines, policies and Charters.

Party committees at all levels regularly pay attention to building and perfecting the organizational system, gradually arranging the organization, apparatus, and staffing of Party agencies, government, Fatherland Front and mass organizations to be streamlined and operate effectively and efficiently. Regularly consolidate grassroots Party organizations, pay attention to directing the work of developing Party members; seriously carry out cadre work, and fairly evenly deploy the stages of assessment, planning, training, fostering, rotation, arrangement, use and implementation of cadre policies. From January 1, 2016 to June 30, 2019, the whole province admitted 18,453 more Party members.

The Party's leadership method has been gradually concretized and increasingly clear. The Provincial Party Committee and the Provincial Party Committee Standing Committee have implemented it, and at the same time directed Party committees at all levels and Party organizations to thoroughly disseminate and organize the implementation of the Party Charter and regulations on the implementation of the Party Charter, achieving many results in all areas of Party building work.

Pay attention to leading, directing and organizing the implementation of inspection, supervision and Party discipline work; Party committees at all levels have linked inspection and supervision of Party organizations with inspection and supervision of Party members who are leaders; focus on inspection and supervision of areas where violations are likely to arise and where public opinion is urgent and prominent; the quality and effectiveness of inspection and supervision work have been increasingly improved.

However, the report clearly stated that the concretization of action programs and plans to implement resolutions by some Party committees lacked initiative, creativity, and was not close to reality, was still stereotyped and mechanical; the implementation of Directive No. 05-CT/TW dated June 15, 2016 of the Politburo in some places was still formal. The work of grasping the ideological situation and public opinion was sometimes not good. The work of fighting against the wrong viewpoints and arguments of hostile, reactionary, and opportunistic forces was sometimes limited and untimely...

From 2015 to the second quarter of 2019, Party committees at all levels inspected 7,333 Party organizations and 14,832 Party members; supervised 4,657 Party organizations and 11,244 Party members...

Speaking at the conference, delegates presented a number of experiences in Party building and implementing the Party Charter. These include the implementation of Directive No. 05 in conjunction with Resolution No. 4 of the Central Committee, Session XI and XII; outstanding results in implementing Project No. 01/DA-TU of the Provincial Party Committee on "Building Party cells and developing Party members in blocks, hamlets, and villages without Party cells or Party members and blocks, hamlets, and villages at risk of no longer having Party cells in the period 2016 - 2020"; The fight against corruption and violations at the grassroots level...

At the conference, delegates also pointed out some difficulties in Party building and implementing the Party Charter and proposed solutions to overcome them. They emphasized the need to disseminate and popularize inspection and supervision work, promote the leadership role of the superior inspection committees for the subordinate inspection committees, and strengthen supervision to detect violations right at the Party Committee and organization levels.

Focus on building the Party politically

Affirming that improving Party building work is the core and consistent content of the entire political system, aiming to constantly consolidate the Party's leadership core in social life, Provincial Party Secretary Nguyen Dac Vinh said that this work must be given utmost importance. In particular, focusing on building the Party politically. Each cadre and Party member, especially those holding leading positions, needs to understand and grasp the theory well, on that basis apply it to Party building work as well as in life.

Cadres and party members must not only grasp the resolutions but also concretize the policies and resolutions into practice. Because policies and resolutions also originate from reality and become guiding theories to promote the development of social life.

The Provincial Party Secretary noted that, based on the Party's leadership principle, Party committees at all levels must constantly innovate leadership, direction and management methods; continue to promote the exemplary role of pioneering and setting examples among cadres and Party members, especially those holding leadership positions.

Regarding personnel work, past experience shows that Nghe An has seriously and properly implemented the process of arrangement, mobilization, assignment and division of tasks. In addition, the work of training and fostering human resources has also been carried out effectively. However, this work has many difficulties, so it requires agencies, departments, branches and localities to implement it impartially and objectively.

The Provincial Party Secretary affirmed that the survival of the regime depends on the prestige of the Party, and one of the core contents to protect the prestige and strength of the Party is the work of Party building. Therefore, agencies, departments, branches and localities must strive to implement this content well. This is also one of the bases and conditions to prepare for the upcoming 19th Provincial Party Congress.
