Provincial Party Secretary: New rural areas do not mean building urban areas in rural areas

(Baonghean.vn) – Provincial Party Secretary Nguyen Dac Vinh said that building new rural areas is not about building urban areas in rural areas but needs solutions to improve people's lives; focusing on improving the landscape and creating a green, clean and beautiful living environment.

On the morning of December 1, comrade Nguyen Dac Vinh - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation worked with Hong Son commune, Do Luong district on the implementation of the National Target Program on New Rural Development. Also attending were representatives of leaders of a number of provincial departments and branches; and leaders of Do Luong district.

Hong Son is one of the most difficult localities in Do Luong district. This is a mountainous commune with low terrain, often flooded, and only produces one agricultural crop per year.

Reporting to the Provincial Party Secretary and the working delegation, Party Secretary Nguyen Canh Minh said that the total production value in the area has only reached nearly 97 billion VND, the average income per capita has only reached 24.8 million VND/year. The whole commune still has 78 poor households and 133 near-poor households.

In such difficult conditions, implementing the National Target Program on New Rural Construction, up to now Hong Son has mobilized investment resources of nearly 153 billion VND to fulfill the criteria.

However, up to now, the commune has only met 10/19 criteria. The remaining 9 criteria have not been met: transportation, irrigation, electricity, cultural facilities, rural commercial infrastructure, poverty rate, production organization, culture, environment and food safety.

According to Party Secretary Nguyen Canh Minh, in 3 years (2018-2020), each year the commune sets a target of achieving 3 criteria, moving towards completing the goal of building new rural areas by the end of the term.

"Mainly promoting the people's internal strength, taking advantage of the State's support mainly through national target programs, implementing the motto of the State and people working together" - Comrade Minh emphasized the methods and ways of working of the commune.

Concerned about the direction for Hong Son, Secretary of Do Luong District Party Committee Truong Hong Phuc said that the district is focusing on directing the commune to develop the hilly economy with models such as growing Dien grapefruit and turmeric.

Regarding new rural construction, the head of Do Luong District Party Committee said that Hong Son is building in the form of new rural hamlets, thereby classifying hamlets with conditions to do it first to create a movement.

After hearing about the situation of Hong Son commune as well as some comments, Provincial Party Secretary Nguyen Dac Vinh shared the difficulties of the commune.

Guiding the steps in building new rural areas for Hong Son, Secretary Nguyen Dac Vinh said that although economic conditions are still difficult, the commune can choose a method suitable to the situation, in which it is necessary to focus on building a disciplined and warm life for the people, and building a green - clean - beautiful rural landscape.

“Building new rural areas is not about building urban areas in the countryside, but about making people have a better life than now” – the Provincial Party Secretary emphasized; at the same time, he stated that the commune needs to rely on criteria to have a truly sustainable implementation roadmap with the viewpoint of creating a better life for people and better social operations, not chasing after achievements leading to debt.

On the other hand, Secretary Nguyen Dac Vinh also emphasized that Hong Son commune needs to continue to consolidate and build criteria for a strong political system, national defense and security; and build a team of good cadres. Commune cadres must be exemplary, dedicated, and impartial in serving the people; and increase dialogue with the people.

“How to make people love and support you then the political system there will be strong. Exemplary and good cadres will make that locality progress” - the Provincial Party Secretary said; at the same time, emphasizing the requirement that the working style and attitude of the cadres and party members must be truly exemplary, then even though the socio-economic conditions are still difficult, the people will still share and support to work with the local Party Committee and government to achieve development goals.

Assessing Hong Son as a land of learning, Secretary Nguyen Dac Vinh suggested that the commune continue to pay attention to the education career with specific actions so that teachers can feel secure in teaching and children can feel secure in studying.

An important direction is to develop the local economy, in unfavorable terrain and natural conditions, so in addition to people leaving to start a business, local authorities and Party committees also need to calculate to build suitable economic models.

Regarding the political system, the head of the Provincial Party Committee emphasized the need to continue building a strong Party organization, recruiting high-quality Party members, and enhancing the role and exemplary pioneering spirit of each Party member. "Good Party members are the driving force for local development" - the Provincial Party Committee Secretary affirmed.
