Provincial Party Secretary: Strengthening the efficiency of land allocation, preventing loss and waste

Based on the assigned functions and tasks, in recent times, the Department of Natural Resources and Environment has promptly advised on resolutions, directives, and legal documents, meeting the requirements of leadership, direction, and state management as well as resolving difficulties and problems in the field of Natural Resources and Environment, serving socio-economic development in the province.

The Department has also proactively worked with investors and organized meetings with business associations at the district level; thereby grasping and promptly handling difficulties and problems for investors, businesses and localities, especially those related to land issues, site clearance, etc.

The Department has also made many efforts in inspecting, examining, handling complaints and denunciations from organizations and individuals and information reflected by the press; contributing to effectively resolving arising and pressing issues.

At the meeting, representatives of leaders of a number of departments, branches and sectors raised issues related to State management of the field of Natural Resources and Environment, which still have some shortcomings such as: planning and management of planning on land and minerals; handling of complicated issues arising, hot spots on land, minerals, environmental pollution; the role of units in giving opinions on investment policies for projects.

Concluding the meeting, Provincial Party Secretary Nguyen Dac Vinh highly appreciated the efforts of the Department of Natural Resources and Environment, and pointed out a number of shortcomings and limitations that need to be overcome.

Sharing the difficulties with the department in performing assigned functions and tasks, the Provincial Party Secretary also requested the Department of Natural Resources and Environment to thoroughly grasp the spirit of strictly managing assigned fields, ensuring compliance with the law, serving socio-economic development.

In each specific task, according to Provincial Party Secretary Nguyen Dac Vinh, in the field of land, the department must advise on strict management towards increasing the efficiency of land allocation, preventing loss and waste; at the same time, focus on reviewing projects that have been allocated land and resolutely advise on recovering slow-progressing projects with signs of land speculation.

The Provincial Party Secretary also requested the Department of Natural Resources and Environment to summarize and learn from the difficulties in handling land recovery of slow-progressing projects in the past to advise on amending and supplementing land allocation conditions to ensure stricter conditions.

Regarding the field of mineral exploration and exploitation, Secretary Nguyen Dac Vinh requested the Department of Natural Resources and Environment to focus on mineral exploitation management and environmental protection during the exploitation process and prevent tax losses; at the same time, proactively advise the province to build an inter-sectoral mechanism in handling difficult and complicated issues such as illegal mineral exploitation.

The Provincial Party Secretary also directed the department to strengthen the implementation of land and mineral auctions, creating more transparency in this field.

Stating the current situation, complaints and denunciations related to land and environment account for a high proportion of the total number of petitions in the province, the Provincial Party Secretary directed attention to selecting, training and improving the quality of the staff working in inspection and handling petitions.

Regarding administrative reform tasks, the Department of Natural Resources and Environment needs to focus on reducing procedures and time to handle administrative procedures for businesses and people; and promote the application of information technology in management work.

Regarding Party building work, the Provincial Party Secretary emphasized the need to continue to thoroughly implement Resolution 4 of the Central Committee (12th tenure); associated with improving the quality of Party cell activities, Party member management, and at the same time building sanctions to control and handle corrupt and negative cadres.

Directing the reorganization of the apparatus, comrade Nguyen Dac Vinh suggested that the Department of Natural Resources and Environment should build and design the overall apparatus in a streamlined direction, focusing on rearranging the departments and affiliated public service units, associated with streamlining the payroll in accordance with the functions and tasks of the industry.
