Provincial Party Secretary: Vinh University needs to have focus and key points in its development strategy

On the morning of March 25, comrade Nguyen Dac Vinh - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation worked with the Standing Committee of the Vinh University Party Committee to hear the results of the implementation of tasks in the past time and orient some contents in the coming time.

Reduced 10 units and 27 subjects

To meet the requirements of fundamental and comprehensive innovation in education and training, reduce the number of focal points, and improve management effectiveness and efficiency, Vinh University has developed and implemented a restructuring project, in which 6 institutes have been established on the basis of splitting and merging 11 faculties.

Currently, the university has 40 units, including: 6 institutes, 7 faculties, 2 affiliated schools, 25 departments, offices, centers, stations, publishing houses; there are 62 departments. Compared to 2013, Vinh University has reduced 10 units and 27 departments.

Vinh University currently has 1,050 staff, civil servants and employees, including 63 professors and associate professors; 275 PhDs, 504 Masters, etc.

According to the World University Rankings, published on webometrics, Vinh University is ranked 14th/130 Vietnamese universities, 148th/1,200 ASEAN universities.

Restructuring the organizational structure and training sectors is inevitable.

After listening to the opinions of leaders of relevant departments, branches and localities, Provincial Party Secretary Nguyen Dac Vinh concluded the meeting.

Emphasizing that education is the top national policy, playing a major role in human resource development - one of three breakthroughs, comrade Nguyen Dac Vinh clearly stated the importance and responsibility of Vinh University to Nghe An province and the North Central region.

Regarding the restructuring of the organizational apparatus and training sectors, the Provincial Party Secretary assessed that this was inevitable. With that trend, Vinh University, in addition to its tradition as a Pedagogical University, has innovated and opened other sectors, with the vision of being a multi-disciplinary and multi-field training school.

During the implementation process, the school needs to promote the leadership role of the Party Committee in orienting policies and guidelines. For the school community, it is necessary to promote the self-management model. To do so, the unit must continue to promote the democratic mechanism so that the staff, lecturers, workers, and students can participate in order to create a high consensus.

Provincial Party Secretary Nguyen Dac Vinh also said that if Vinh University implements an autonomous mechanism, its affiliated units should also implement autonomy. In particular, the university should support and encourage affiliated units that are still facing difficulties, but avoid the mentality of waiting and relying on others.

At the same time, Vinh University strives to become a regional university; at the same time, it must continue to improve the quality of its teaching staff in a substantial way. Regarding this content, the Provincial Party Secretary requested the Department of Science and Technology, Education and Training to research and advise the province on a comprehensive project suitable to the conditions to support human resource training.

Comrade Nguyen Dac Vinh also expressed his agreement with the school opening up income-generating activities in the field of education and training, in the spirit of socialization to contribute to autonomy and increase income for lecturers and create conditions to attract talented people to work. However, the implementation process must uphold standards, ensure prestige, quality, and be associated with the school's tradition.

The Provincial Party Secretary also suggested that lecturers must set an example, ensuring fairness and impartiality in evaluating students to create motivation, build self-study awareness, self-discipline, and learning methods for students.

In particular, Vinh University must have a focus and key points in its development strategy, building strong, prestigious key industries that attract the attention and appreciation of society. From there, create a foundation to gradually improve the quality of other industries; at the same time, continue to pay attention to improving facilities and international cooperation.

At the same time, it is recommended that the Provincial People's Committee study and support the school in banning certain types of vehicles from entering Bach Lieu Street during rush hours to avoid traffic congestion; work with Vinh City and Nghi Loc District to study a plan to collect wastewater from the school's second campus to a treatment facility; develop a project to reach agreement between the province and the school on the plan, method, and roadmap for relocating 15 households along Le Duan Street located in the Vinh University planning;...
