Provincial Party Secretary: Socialization of healthcare - people's rights must be top priority
(Baonghean.vn) - That was the emphasis of Provincial Party Secretary Nguyen Dac Vinh when discussing the socialization of healthcare through the implementation of the Project to develop healthcare work in the direction of socialization in the province.
On the morning of April 27, under the chairmanship of comrade Nguyen Dac Vinh - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, the Standing Committee of the Provincial Party Committee held a regular meeting for April 2018.
At the meeting, the Provincial Party Standing Committee listened to and commented on the results of one year of implementing the Project on developing health care work towards socialization.

Speaking at the meeting, Provincial Party Secretary Nguyen Dac Vinh affirmed: In the context of limited state budget capital, the solution of mobilizing social resources to invest in facilities, equipment, cooperate in management, and improve the quality of the health system is expected to bring positive results.
The Provincial Party Secretary assessed: The socialization of medical equipment has changed the facilities of hospitals, patients have benefited from advanced techniques. Medical examination and treatment services have thus met the needs of patients, contributing to solving the problem of overload in the health sector.

The Provincial Party Secretary said that socialization in the form of joint ventures, associations, and capital contributions has helped hospitals equip themselves with modern technical equipment to serve medical examination and treatment.
“However, hospitals also need to pay attention to implementing socialization appropriately to both improve the quality of medical examination and treatment, ensure the interests of investors to encourage the private sector to participate in the medical field, but also harmonize the interests of patients, especially the poor. Patients' rights must be given top priority,” said the Provincial Party Secretary.
The Provincial Party Secretary also emphasized that the province's policy is to encourage public health units to be autonomous and socialized in the health sector, but health care must not be equitized and must ensure the leadership and management of the State in this field.

Previously, the report on the results of one year of implementing the Project on developing health care work towards socialization presented by comrade Le Minh Thong - Vice Chairman of the Provincial People's Committee said: After one year of implementing the project, for public hospitals that have planned and implemented autonomy plans, 7 medical examination and treatment units have had their autonomy plans approved, self-responsible for performing tasks, organizing apparatus, personnel and finance (autonomy in regular expenditures).

Implementing the autonomous mechanism, public health units have implemented socialization in many different forms. Up to now, 22/35 medical examination and treatment units have implemented socialization in the form of joint ventures, associations, and capital contributions for equipment rental. The total number of socialized equipment from the implementation to 2016 is 100 devices and machines with a total cost of more than 159 billion VND.
The socialization of non-public health care has achieved important results in terms of infrastructure, modern equipment, human resources, especially in providing diverse and quality services. The province currently has 11 non-public hospitals (accounting for 24.4% of medical examination and treatment facilities); 271 private specialized clinics and other types.
In 2017, hospitals invested 72 billion VND to buy 479 devices. Many non-public hospitals have high incomes, so they attract many doctors. Accordingly, there are currently a total of 1,358 medical staff (accounting for more than 10% of the province's medical workforce), including 436 doctors (accounting for 18% of the province's doctors).

Hospitals attract medical experts to work at medical examination and treatment facilities; provide advanced training in professional techniques, transfer techniques, and use modern, high-tech equipment. Currently, many advanced techniques have been deployed at lower levels, and the rate of patients having to be transferred to higher levels has decreased significantly.
In 2017, non-public hospitals examined 600,240 people, accounting for 13% of the whole industry; provided inpatient treatment for 54,605 patients, accounting for 11% of the whole industry./.
