Provincial Party Secretary: Clearly identify internal and external resources to solve key economic goals
(Baonghean.vn) - According to Provincial Party Secretary Nguyen Dac Vinh, internal and external forces are two key factors to solve the growth problem and fulfill socio-economic targets. Clearly defining these two factors and having appropriate solutions will meet the requirements set by the objective environment.
On the morning of September 27, under the chairmanship of comrade Nguyen Dac Vinh - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, the Standing Committee (SCC)Provincial Party Committeeheld a meeting to listen and comment on some important contents.
Attending the meeting were comrades: Nguyen Xuan Son - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Thai Thanh Quy - Alternate member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Nguyen Van Thong - Deputy Secretary of the Provincial Party Committee; comrades of the Standing Committee of the Provincial Party Committee, representatives of relevant departments, branches and units.
The meeting aimed to listen to and give opinions on: the socio-economic situation in the first 9 months of 2019, key tasks and solutions for the last 3 months of the year; Results of 5 years of implementing Project 07-DA/TU dated May 30, 2014 of the Provincial Party Committee on "Enhancing exemplary behavior, combating conservatism, waiting, and dependence among cadres and party members" (abbreviated as Project 07).

Agriculture has had spectacular growth
On the results of implementing socio-economic tasks,In the first 9 months of 2019, the total product in the province (GRDP) is estimated at 62,936 billion VND, up 7.68% over the same period.
Of which, according to the assessment, the agriculture, forestry and fishery sector had a spectacular growth, reaching 13,525 billion VND, up 4.84%. The industry - construction sector is estimated at 19,910 billion VND, up 9.91%; the service sector is estimated at 26,460 billion VND, up 7.5% over the same period; product tax is 3,040 billion VND, up 7.84% over the same period.
Estimated budget revenue is 11,129.29 billion VND, reaching 82.5% of the estimate, up 15% over the same period. Of which: estimated domestic revenue is 9,888.29 billion VND, reaching 83.8% of the estimate, up 17.4% over the same period; revenue from import-export activities is estimated at 1,241 billion VND, reaching 73% of the estimate, equal to 98.6% over the same period. Estimated budget expenditure in 9 months is 18,446.29 billion VND.
ConcludeTotal social investment capital mobilization in 9 months reached 50,399 billion VND, equal to 68.11% of the plan, up 13.7% over the same period.
As of September 17, 2019, the province has granted new licenses to 74 projects with a total registered investment capital of VND 8,744.09 billion. The total newly granted and increased capital is VND 9,412.15 billion.

Proposing the Government to supplement policies on the development of Vinh City
Speaking at the meeting, delegates highly agreed with the report on the results of the province's socio-economic performance in the first 9 months of the year presented by the provincial People's Committee. Some delegates also proposed a number of solutions to promote growth and complete the socio-economic targets in the last 3 months of the year.
Comrade Phan Duc Dong - Member of the Provincial Party Committee, Secretary of Vinh City Party Committee requested the provincial leaders and departments and branches to support the city in effectively implementing Decision No. 2468/QD-TTg of the Prime Minister on approving the Project to develop Vinh City, Nghe An Province into an economic and cultural center of the North Central region by 2020; help Vinh City complete the planning and investment in the construction of a concentrated livestock slaughterhouse to ensure the environment and food safety and hygiene.

Further clarifying this content, Vice Chairman of the Provincial People's Committee Le Ngoc Hoa said that, regarding the implementation of Decision No. 2468, at the Conference to deploy the contents of Notice No. 55-TB/TW dated April 20, 2019 of the Politburo on the development of Vinh city organized by the Provincial People's Committee in early September this year, Deputy Prime Minister Vuong Dinh Hue suggested that Nghe An province and Vinh city should propose to the Government to issue documents to replace or supplement Decision No. 2468.
Regarding the investment and construction of a centralized livestock slaughterhouse, the Vice Chairman of the Provincial People's Committee said that currently, functional units are continuing to review and research to determine the location.
The ultimate goal is to ensure consensus, especially under the condition of ensuring the highest criteria of public consensus, environmental protection, food safety and hygiene and other related issues.

Responding to further recommendations and proposals from Vinh city leaders on the implementation of Decision No. 2468 of the Prime Minister, comrade Thai Thanh Quy said that the province will propose to the Prime Minister to have a solution to either extend the validity period of Decision No. 2468 or have a document supplementing and replacing the above decision. And to do this, the city leaders are requested to actively work together with the province to take effective and appropriate steps.

Regarding the reflections on the situation of collecting fees and collecting extra tuition fees in schools and educational institutions, Deputy Secretary of the Provincial Party Committee Nguyen Van Thong affirmed that this content has been discussed and worked on by the Provincial Party Committee leaders with the Provincial Department of Education and Training.
The Standing Committee of the Provincial Party Committee will continue to work with the Education sector to clarify and unify related contents.
3 targets of the Congress Resolution are difficult to achieve
Clarifying the socio-economic development situation in the first 9 months of the year and forecasting the last 3 months of the year, Chairman of the Provincial People's Committee Thai Thanh Quy said that although the African swine fever epidemic has been very complicated recently, the agricultural sector still has a spectacular growth rate of 4.48%. This shows the timely shift and restructuring of the agricultural sector.

Regarding the difficulties in industrial production activities, comrade Thai Thanh Quy said that the cause comes from some key production enterprises not performing as expected; items such as beer, wood chips, Hoa Sen steel... are facing difficulties.
Regarding the implementation of the targets of the 18th Provincial Party Congress, the Chairman of the Provincial People's Committee informed: there are 3 targets that are difficult to achieve, which are:budget revenue, per capita incomeandgrowth rate of the whole periodThese targets can currently only be achieved through various solutions.
Regarding tax debts, of the more than 1,600 billion VND, about 500 billion VND cannot be collected because the enterprise is dissolved and no longer able to operate; the other 500 billion VND belongs to enterprises with quarterly backlog debts. The Provincial People's Committee has implemented many solutions, including specific plans for difficult-to-collect amounts.
2 key issues of the year-end
Speaking at the meeting, Secretary of the Provincial Party Committee Nguyen Dac Vinh acknowledged the efforts of the Provincial People's Committee in leading and directing the implementation of the set targets, and emphasized that based on the development trend, there are two issues that require efforts to implement. These are internal and external forces.

In terms of internal strength, it is the resonance between the business community in the province, the people and the State agencies. In which, the activities of the business sector in the province show that the contractors are facing difficulties, due to the projects having difficulty in terms of public investment sources, and the competitive pressure from enterprises outside the province.
For production and business enterprises, there have been encouraging signs, making important contributions to the province's revenue.
In terms of external resources, it basically depends on investment attraction activities. Reality shows that enterprises from other provinces have begun to get acquainted with Nghe An's investment environment; some enterprises have taken the lead in identifying key investments in the province. However, reality also shows that the system of 100% foreign-owned enterprises (FDI) has not had the breakthroughs as expected.
The Provincial Party Secretary requested that the Provincial People's Committee and departments and branches continue to have policies to support and remove difficulties for the business community, especially in terms of administrative procedures and technical infrastructure.
Besides, the Provincial People's Committee also needs to be proactive and persistent in mobilizing resources and support policies from the State to solve difficulties in socio-economic development.

Comrade Nguyen Dac Vinh said that the two biggest issues from now until the end of the year are budget collection and growth rate. Regarding budget collection, with the current momentum, it is likely to reach the set target of 15,500 billion VND. However, the growth rate will encounter some obstacles.
Therefore, departments and branches need to focus at the highest level to complete the assigned tasks. That is to continue restructuring the agricultural sector; continue to pay attention to directing the development of the industrial and construction sectors.
In the context of industrial difficulties, there must be solutions to pull the construction sector up to promote. In the long term, to grow the industrial sector, it is necessary to solve the problems of attracting investment. That is, to effectively carry out the work of attracting investment from completing procedures and documents to implementing on the field.
Regarding the issue of merging communes, wards, towns, blocks, hamlets, and villages, the Provincial Party Secretary requested the Provincial People's Committee to pay attention and study carefully to find appropriate solutions.
