124 projects had their licenses revoked

Reporting on the socio-economic, defense and security situation, Permanent Vice Chairman of the Provincial People's Committee Le Xuan Dai said that in 2017, it is expected that 26/27 main socio-economic targets will be completed (except for the target of production value of service sectors).
The growth rate of total product in the province is estimated at 8.13%/plan of 8-9%, higher than the growth rate of recent years and higher than the average growth rate of the whole country (the whole country is estimated at 6.7%).
Budget revenue is estimated at over 12,000 billion VND, equal to 103.8% of the estimate, up 9.3% in 2016. Investment attraction has seen many changes with a total of 152 new investment projects approved for investment policy and granted investment certificates.
In particular, the number of service sector projects accounted for 61.18% of the total number of newly attracted projects and 26.23% of total investment capital; the industrial and processing sector decreased to only 27.63% of the total projects and 64.01% of total investment capital.

Along with that, the whole province has 343 enterprises that in the previous difficult period had closed their tax codes and temporarily suspended operations, but have now returned to production.
In addition to attracting investment in new projects and removing difficulties for businesses to restore production, all levels and sectors have also actively reviewed and inspected investment capacity in a number of slow-implementing projects and recommended the Provincial People's Committee to issue a decision to revoke 16 projects, bringing the total number of revoked projects in the province to 124 to date.
The cultural and social fields continue to have many positive changes. Nghe An continues to maintain its position as the top student in the country in terms of national, regional and international excellent students. Science and technology activities continue to receive attention and create many changes in application. National defense and security are ensured; administrative reform continues to receive attention and has certain changes.

Responding to the concerns of the Provincial Party Secretary about the reason why service industries did not meet growth targets, Director of the Department of Planning and Investment Nguyen Van Do said: In the service structure with 15 industries, some industries such as restaurants and hotels have a high growth rate of over 18% but account for a low proportion; while information technology, telecommunications, and banking industries account for a large proportion but have slowed down their development.
Deputy Secretary of the Provincial Party Committee Nguyen Van Thong raised concerns about the total social investment in 2017 reaching 58,000 billion VND, but the actual amount implemented needs to be accurately assessed, because investment efficiency is what is important.
Raising a series of existing and pressing issues through contact with voters, Comrade Cao Thi Hien - Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Council requested the Provincial People's Committee and relevant sectors to study and find solutions to end the situation of "brokers" in land auctions in rural areas; rectify the management of urban projects in the province; and strictly implement decisions to revoke projects.
Comrade Nguyen Huu Cau - Member of the Standing Committee, Director of the Provincial Police, stated that in reality, administrative reform still has many cumbersome procedures, so it needs to be prioritized and focused on more drastically, because otherwise it will be a big barrier to development and investment attraction.
The provincial police chief also admitted that there was a situation of land brokers in the auctions and the root cause was because the regulations still allowed land brokers to participate in the auctions and there was negativity on the part of the auction council. The solution to this situation is that the province needs to re-examine the land auction regulations more strictly.

Concluding this content, Provincial Party Secretary Nguyen Dac Vinh emphasized: The Central Government's orientation is posing requirements for innovation in the growth model, economic restructuring, and labor productivity improvement...; therefore, in each industry and field, it is necessary to clearly identify each key task and direction, and at the same time innovate leadership, direction, and management in a specific and practical manner.
In addition, each industry needs to proactively exploit the intelligence and wisdom of experts on the basis of listening and being receptive to their contributions to create a more solid development as well as resolve the limitations and difficulties that are arising.
Regarding the resolution of existing problems and limitations, Provincial Party Secretary Nguyen Dac Vinh requested the Provincial People's Committee to clearly assign responsibilities to each leader of the Provincial People's Committee in resolving each issue, as well as provide inter-sectoral direction to resolve inter-sectoral issues, avoiding the situation where one sector is on schedule, the other is not, and importantly, the existing problems are not resolved.
