Secretary and Chairman of Yen Bai Provincial People's Council were shot in their office.

The head of the Yen Bai Provincial Forest Protection Department is said to have shot two provincial leaders in his office and then committed suicide.

At around 7:45 a.m. on August 18, Mr. Do Cuong Minh, Head of the Yen Bai Provincial Forest Protection Department, entered the office of Mr. Pham Duy Cuong (Secretary of the Yen Bai Provincial Party Committee) and Mr. Ngo Ngoc Tuan (Chairman of the People's Council and Head of the Provincial Party Committee's Organization Board), and fired several shots at the two provincial leaders. Mr. Minh then used the gun to commit suicide right in Mr. Tuan's office.

The victims were taken to Yen Bai General Hospital for emergency treatment in critical condition. The Provincial Party Committee headquarters and the General Hospital were locked down immediately after the incident.

The Ministry of Public Security has arrived in Yen Bai to work with local police to investigate the cause of the incident. Doctors from Viet Duc Hospital have also been dispatched to treat the victims.
