The commune secretary skillfully mobilized to build solidarity in special areas.

Mobilizing people to contribute to building the homeland

Con Ca hamlet, Nghia Loc commune, has 217 households, 1,065 people, with over 99% being Catholics. Before 2019, the hamlet faced many difficulties when merging two Catholic hamlets (including Con Ca hamlet and Trai hamlet). At that time, the hamlet did not have a Party cell, the activities of mass organizations were not very effective, leading to many movements, especially the construction of new rural areas, not creating consensus among the people.

Faced with that situation, comrade Le Van Thanh - Party Secretary of the commune and the Steering Committee of "Smart Mass Mobilization" of Nghia Loc commune increased their visits to the hamlets, listened to the thoughts and aspirations of the people and encouraged the organizations to actively mobilize people to agree on socio-economic development, building a new civilized and progressive life.

In mid-2019, the hamlet party cell was established with the reinforcement of commune cadres and civil servants, contributing to improving the quality of activities of the hamlet executive committee, the front committee and the youth union and association branches. Since then, emulation movements have been revived among the people in Con Ca hamlet. Through propaganda and mobilization work, the people of Con Ca hamlet have contributed more than 600 million VND to build 3 km of rural concrete roads and more than 210 million VND to build a hamlet cultural house.

Mr. Nguyen Thai Hoang - the head of Con Ca hamlet added: “When the hamlet started to build a new rural area, Mr. Thanh - the Party Secretary of the commune directly met and encouraged the villagers to implement it many times. After that, the Party cell, the hamlet Executive Committee, and the mass organizations actively encouraged the villagers to join hands to build a more spacious hamlet. Currently, Con Ca hamlet has a new look, and the villagers are very excited. That result is due to the great participation of Mr. Thanh…”.

To promote socio-economic development, the Party Committee and the Commune Party Committee issued many programs, plans, projects, and resolutions on socio-economic development in the locality. In particular, focusing on promoting advantages in land, labor, and forest economic development, especially, the whole commune has more than 1,700 hectares of highly effective forest and more than 250 hectares of oil trees, each year generating revenue of 120 - 180 million VND/ha.

In the commune, a palm oil processing facility has been established, certified as a 4-star OCOP product. At the same time, Nghia Loc commune has promoted the exploitation of the location advantage along the Ho Chi Minh road to develop trade, services, and eco-tourism, notably the Hon Mat tourist destination achieving 3-star OCOP. The commune has also actively linked and created conditions to promote labor export, with 40-50 people going to work in many countries each year, bringing in tens of billions of VND in revenue for local households.

During the process of building new rural areas, comrade Le Van Thanh and the commune leaders regularly visited 21 hamlets, directing organizations and unions to effectively carry out propaganda, mobilization, and joint efforts of the people. As a result, Nghia Loc commune mobilized people to donate more than 309,000 m²land, nearly 20,000 working days and contributed nearly 23 billion VND, to build and upgrade works. Typically, in all-Catholic hamlets, such as: Con Ca hamlet, in just 2 years (2020-2021), people contributed more than 600 million VND and donated land to expand roads, build power lines, flag roads; Tan Lap hamlet, people contributed over 660 million VND, built more than 3 km of hamlet traffic, 110 million VND to upgrade the hamlet cultural house; Vinh Giang hamlet, people contributed over 600 million VND, built more than 2 km of traffic and upgraded the hamlet cultural house; Dap Danh hamlet, people contributed over 700 million VND, built more than 3 km of traffic and built a cultural house.

Along with the investment from all levels, Nghia Loc commune has mobilized a total investment of over 790 billion VND to build electricity, roads, schools, and stations, 4 schools in the area that meet national standards, and the commune that meets national standards in health. Those efforts of the Party Committee, Government and People have brought Nghia Loc commune to the new rural finish line in 2021.

Nghia Loc commune has a natural area of ​​5,101 hectares, a population of 20,030 people (of which Catholics account for 33.5%, ethnic minorities account for 7.2%); distributed across 21 hamlets (including 6 all-Catholic hamlets).

Strengthening the political system of special regions

As the highest leader in a special commune, comrade Le Van Thanh always kept in mind Uncle Ho's teachings, "take the people as the root", "do everything that is beneficial to the people, avoid everything that is harmful to the people". During his work, he always struggled and found many suitable solutions to work with the Executive Committee and the Standing Committee of the Nghia Loc Commune Party Committee to unify direction and organize the successful implementation of political tasks in the locality.

Before 2019, Nghia Loc commune had 3 hamlets that had not yet established a Party cell. The work of mobilizing consensus to carry out movements in Catholic areas encountered many difficulties. Comrade Le Van Thanh and the Party Committee discussed solutions to increase Party members who were commune officials to participate in hamlets, and together with the hamlet Executive Committees, actively participated in mass mobilization work and promoted emulation movements at the grassroots level. In the first quarter of 2019, Nghia Loc commune established 3 Party cells in particularly difficult areas, completing the target of 100% of hamlets having a Party cell; at the same time, established 1 veteran association in an all-Catholic hamlet.

Party Secretary Le Van Thanh and comrades in the Party Committee Standing Committee and mass organizations also actively went to the hamlets, worked with dignitaries, officials and issued religious orders to mobilize people to implement the Party and State's policies and guidelines; promote economic development, and join hands to build welfare projects.

With the close connection with the grassroots and the active participation of comrade Le Van Thanh, the Party Committee, Government and People of Nghia Loc commune have built a high level of solidarity and unity in socio-economic development, maintaining security and order. The Catholic and non-Catholic people in the commune are increasingly united, trusting in the leadership of the Party and the State, working together, producing, and improving their lives. In the years from 2020 to 2022, the average economic growth rate of Nghia Loc commune reached 11.75%, the poverty rate of the whole commune decreased to 4.33%. In all the achievements of Nghia Loc commune, comrade Le Van Thanh - Party Secretary, Chairman of the People's Council of the commune has made positive contributions, which have been recognized and honored with affection and respect by cadres, party members and people in the area.
