Fined for arbitrarily changing the purpose of using production forest land
(Baonghean.vn) - A resident in Nghia Dan district illegally converted the purpose of using production forest land and illegally built a cassava starch processing factory and was just fined 40 million VND by the district People's Committee.

Recently, the People's Committee of Nghia Dan district issued Decision No. 3630/QD - UBND on administrative sanctions for two acts of arbitrarily converting land use purposes from production forest land to non-agricultural land and illegal construction against Mr. Nguyen Hong Phuc (residing in Nghia An commune, Nghia Dan district) 40 million VND.
Previously, since 2015, Mr. Nguyen Hong Phuc built a cassava starch processing factory in Linh Khanh hamlet, Nghia Khanh commune (belonging to plot 745, map sheet number 01, land type is production forest land). This plot of land of Mr. Phuc's family was allocated by the state.
During that time, Mr. Nguyen Hong Phuc filed a request for investment policy for a cassava starch processing factory but was not approved because Nghia Dan district did not have a cassava growing material area planned, so the Department of Agriculture and Rural Development did not agree.
When the cassava starch processing factory came into operation, the People's Committee of Nghia Dan district and the authorities repeatedly inspected, drew up administrative violation records, and required Mr. Nguyen Hong Phuc to immediately stop production activities until completing the required procedures.
However, during the cassava harvest season, Mr. Nguyen Hong Phuc's cassava starch processing factory continues to operate.
