No left turn signs no longer prohibit U-turns
One of the new points of Regulation 41 in 2016 is that the no left turn sign (code P.123a) now does not have the value of prohibiting U-turns.
The new 2016 Standard 41 has just been issued by the Ministry of Transport (effective from November 1) to replace the 2012 Standard 41.

In the old 2012 regulation, the no left turn sign (P123a) meant no U-turn. But from November 1, this sign will no longer have that meaning according to the new content. Thus, the concept of "no left turn means no U-turn" will no longer be valid.
In addition, drivers also wonder whether the No Left Turn Sign (code P103c) means no U-turns. This is unchanged in the 2016 Regulation 41 compared to 2012. Both do not mention the content of "no U-turns" when describing the 103c sign. Thus, the concept of "no left turns means no U-turns" does not exist.
