LOCATE "COORDINATES" ON THE DEVELOPMENT MAP OF THE REGION AND THE COUNTRY

On July 30, 2013, the Politburo issued Resolution No. 26-NQ/TW on the direction and tasks for the development of Nghe An province until 2020. On March 21, 2019, the Politburo heard5-year implementation summary reportResolution No. 26-NQ/TW, then issued Notice No. 55-TB/TW on April 20, 2019, in which, agreed to summarize Resolution 26 in 2023. These are important political foundations for building and developing Nghe An province over the past decade.

After nearly 10 years, initial assessment shows that,socio-economic of the provincedeveloped quite well. Some areas such as: health, education and training, science and technology gradually shaped into the center of the North Central region. The economic - social infrastructure system was invested and upgraded; culture - society had many advances, the material and spiritual life of the people was improved; national defense and security were firmly ensured; social order and safety were maintained.

The leadership capacity and fighting strength of Party committees and organizations at all levels have been enhanced; the government and organizations in the political system have made many innovations, improving the effectiveness and efficiency of their operations. The Party and the political system have promoted the spirit of solidarity and unity, creating consensus and trust among the people.

However, through practical implementation, it has been shown that the goal of building Nghe An into a fairly developed province in the Northern region by 2015, and basically becoming an industrial province by 2020 has not been achieved. The fields of trade, tourism, culture, sports, finance, and high-tech industry have not yet affirmed their role as the center of the North Central region according to the orientation of Resolution No. 26. This is also an issue that in the process of summarizing, the opinions of many levels, many sectors and domestic experts believe that it is necessary to analyze and dissect very carefully, to point out the specific causes of the results achieved and not achieved.

Economist Tran Dinh Thien - former Director of the Vietnam Economic Institute, Deputy Head of the Provincial Socio-Economic Advisory Group, said that it is necessary to clearly identify this to see the current "position" of the province compared to other localities, especially in the North Central region, in order to set higher determination and, more importantly, to find a solution for the breakthrough nature of the province's development path in the future.

ESTABLISHING OUTSTANDING MECHANISMS, INSTITUTIONS AND POLICIES

In the past time, the Standing Committee, the Provincial Party Committee Standing Committee, and the Provincial Steering Committee on summarizing 10 years of implementing Resolution No. 26 of the Politburo have actively deployed related work contents to complete the summary report to submit to the Central Steering Committee. It can be seen that in the forums, the spirit that emerged was that the assessment was carried out seriously and objectively, accurately reflecting the practical results achieved and those not yet achieved; the causes and profound lessons learned; the difficulties and issues arising in the process of implementing the Resolution. On that basis, the viewpoints, goals, tasks and main solutions for the development of Nghe An province to 2030, with a vision to 2045, were determined.

In particular, the very important thing that Nghe An is aiming for and is also the content emphasized by comrade Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, Chairman of the Provincial People's Council at many forums is to propose viewpoints, orientations, goals, tasks, solutions; especially specific mechanisms, institutions, and policies of outstanding nature to help Nghe An develop in accordance with the context, role, and position of the province, the region, and the whole country in the new period.

Many experts, when giving their opinions on the process of building a report summarizing 10 years of implementing Resolution No. 26 of the Politburo, shared the same view. Dr. Nguyen Sy Dung - former Deputy Head of the National Assembly Office said that this issue needs to be carefully studied to propose to the Politburo, in which in terms of policy, he suggested that it is possible to propose and include in the content of the new Resolution on Nghe An to allow the application of the sandbox mechanism, that is, to pilot new breakthrough policies.

In another aspect, according to comrade Truong Dinh Tuyen - former member of the Party Central Committee, former Minister of Trade, former Secretary of Nghe An Provincial Party Committee, Head of the Socio-Economic Advisory Group of the province, it is necessary to pay attention to the development aspiration, which needs to continue to be urged in the leadership, the entire political system and all Nghe An people. It is necessary to turn aspirations into actions to change the current situation, to soon turn Nghe An into a prosperous province of the country as the wish of beloved Uncle Ho. To do so, the implementation of development tasks in the coming time needs a specific and detailed plan to increase the effectiveness and efficiency of management during the implementation process through clearly assigning responsibilities to each department, branch and sector; periodically assessing progress and results...

We must turn aspirations into actions to change the current situation, making Nghe An soon a prosperous province of the country as the last wish of beloved Uncle Ho.

The steps to summarize 10 years of implementing Resolution 26 have been and are being implemented in accordance with the direction of the Standing Secretariat; in accordance with the requirements, content and progress of the Plan of the Central Economic Committee and the Steering Committee of the Project; striving to complete by the end of 2022, submitting to the Politburo the expected summary results by the end of the first quarter of 2023. In particular, Nghe An focuses on promoting the responsibility and intelligence of all levels, sectors, cadres and people in the province; proactively coordinating and seeking opinions from central ministries, sectors, relevant localities and experts and scientists; ensuring practicality, quality and efficiency.

With many innovative perspectives and approaches in thinking and implementation, summarizing 10 years of implementing Resolution No. 26 of the Politburo will be the time to open up new opportunities for Nghe An to have stronger development.
