The director of the department "entrusted" 8 cases
According to the investigation results (which have been delivered to the defendants), in the 2018 national high school exam in Son La province, Mr. Tran Xuan Yen was assigned as a member of the provincial exam steering committee, vice chairman of the exam council, head of the exam paper transportation and handover committee, permanent deputy head of the exam invigilator committee, permanent deputy head of the exam marking committee, and head of the multiple-choice test processing team.
The investigation results showed that the deputy director of this department had raised the scores of 13 candidates, all of whom were asked by superiors, colleagues and acquaintances. Notably, of these 13 candidates, 8 were "requested" by the director of the Department of Education and Training of Son La province.
Specifically, according to Mr. Yen, on June 28, 2018, Mr. Hoang Tien Duc, Director of the Department of Education and Training of Son La province, called Mr. Yen to his office. Here, Mr. Duc gave Mr. Yen two pieces of paper with personal information of 8 candidates who asked to have their scores raised, along with an "order".
Also on June 28, Mr. Nguyen Ngoc Ha - Head of the Secondary Education Department of the Department of Education and Training of Son La province came to meet Mr. Yen at his office and gave him the information of 4 candidates to ask for their scores to be raised. Among these, 2 cases matched the list that the director of the department had asked for earlier.
After receiving information from 13 candidates, Mr. Yen compiled a list, clearly stating the candidates' full names, registration numbers, exam locations, subjects that needed to have their scores increased, exam codes, and the total score each candidate needed to achieve.
Then, Mr. Yen directly gave this list to Nguyen Thi Hong Nga - specialist of the Examination and Quality Management Department of the Department of Education and Training of Son La province, a member of the multiple-choice test processing team - for Nga to handle.

The investigation results also showed that in addition to Mr. Tran Xuan Yen, Ms. Nguyen Thi Hong Nga helped 13 candidates. Defendant Dang Huu Thuy (Vice Principal of To Hieu High School, Son La City) helped 4 candidates. Defendant Lo Van Huynh (Head of Examination and Quality Management Department) helped 7 candidates.
Defendant Nguyen Thanh Nhan (Deputy Head of the Examination and Quality Management Department) helped 4 candidates. Defendant Do Khac Hung (former officer of the Internal Political Security Department of Son La Provincial Police) helped 1 candidate. Defendant Dinh Hai Son (former officer of the Internal Political Security Department of Son La Provincial Police) helped 2 candidates, one of whom was his brother-in-law.
Regarding the "cost" to help withdraw papers to correct and increase scores, some defendants stated that to withdraw papers to correct and increase scores in 3 subjects to reach the required total score in the university entrance exam, the average "price" for each case was 1 billion VND. It is known that during the investigation, some defendants in the case voluntarily returned the illegally obtained money.
Only phase 1
According to Tuoi Tre newspaper's own source, the above investigation results are only phase 1 of the exam cheating case in Son La province. In this phase 1, the investigation agency has only focused on clarifying the behavior of 8 defendants revolving around the correction of multiple-choice test scores for 44 candidates and the correction of essay test scores (literature subject) for a number of other candidates, as well as the assistance of 2 police officers.
The police agency also clarified the motives for altering the exam papers and scores of the defendants in the case; the methods by which the defendants altered the exam papers and scores of each candidate; and the level of involvement of each individual in this organized exam cheating ring.
