Many years ago, the Quỳnh Bảng beach resort area was plagued by drunken brawls, drug abuse, and other dangerous social problems. Consequently, local families' businesses were ineffective, and the number of tourists visiting for sightseeing, swimming, and relaxation decreased. To address this situation, a self-governing security and order protection group was established in 2004 with the aim of fostering unity and mutual protection, and creating a clean, crime-free environment. Mr. Truong Van Hung, the group leader, stated: "Since the establishment of this self-governing security and order protection group, the problem of drunkenness and fights in the beach resort area has been significantly reduced. Several cases of individuals exploiting crowded recreational areas and beaches for malicious purposes such as fraud and theft of tourists' property have been promptly detected by the self-governing group and reported to the commune police for handling." Furthermore, thanks to the solidarity among households, residents have been vigilant in reporting suspicious activities to the Self-Management Board, enabling timely intervention and preventing criminals from committing crimes. Business is thriving, and the number of tourists visiting the beach is increasing. This success is due to the concerted efforts of all residents in ensuring security and order in the coastal tourist area.

To fulfill its role and responsibilities, the self-governing group has closely coordinated with the police and other organizations to effectively promote and encourage people to actively participate in the nationwide movement to protect national security and maintain public order in the tourist area. They have organized households to sign pledges not to violate the law. Simultaneously, they have intensified the integration of legal education for the people and young people into each group meeting. The group also regularly compiles information on the security situation in the area, thereby identifying new methods and tactics of various types of crime to raise awareness and help people prevent them. In addition, the self-governing group has proactively installed loudspeakers, and whenever tourists visit or dine, they announce and remind business owners to be vigilant against crime and protect customers' property. At the same time, they call on local residents to gather when large-scale public disorder incidents occur in order to intervene and resolve the incidents effectively, decisively, and fairly. In addition, members of the team regularly take turns patrolling and guarding to protect the peace and security of the people. As a result, incidents occurring in the beach tourist area of ​​Quynh Bang commune have decreased by 85-90% compared to previous years before the team was established. Ms. Ho Thi Thuy, a tourist, said: "In previous years, the security situation in the Quynh Bang beach tourist area was very complicated. Tourists like us were also apprehensive whenever we came here. But now the scene is peaceful; we no longer see young people drinking alcohol, driving recklessly, or shouting loudly."

Mr. Nguyen Van Long, Head of the Quynh Bang Commune Police, said: “Under the direction of the Party Committee and the People's Committee of the commune, the commune police always support and coordinate with the self-governing group to combat all types of crime. To date, the coordination has become well-established, and the self-governing group has performed its role and responsibilities well. As a result, the number of incidents has decreased year after year, security and order have basically stabilized, and people are happy to have better business. The number of tourists coming to the coastal tourist area is increasing, contributing to the development of the local economy.”
