The Politburo agreed to adjust Decree 178 on regimes and policies for officials when streamlining the apparatus.

Standing member of the Secretariat Tran Cam Tu signed the announcement of Conclusion No. 75 of the Politburo on adjusting the scope and subjects of application of policies and regimes for cadres, civil servants, public employees, workers and armed forces in implementing the restructuring of the political system apparatus.

Removing some shortcomings in policies and regimes

After listening to the Government Party Committee's report on the adjustment and opinions of the agencies, the Politburo discussed and basically agreed on the policy of adjusting the scope and subjects of application of Decree 178/2024 regulating policies and regimes for cadres, civil servants, public employees, workers and armed forces in implementing the restructuring of the political system apparatus.

To address some shortcomings in policies and regimes, the Politburo agreed to make adjustments to specific target groups, including:

- The first, cadres who are not old enough to be re-elected or re-appointed and cadres who are old enough to be re-elected or re-appointed to the same-level Party Committee with a working period of 30 to 60 months from the date of the congress are due to retirement age.

Along with that, cadres who are participating in Party committees must end their activities, perfect the organizational apparatus, and have 60 months or less to reach retirement age, and wish to retire early to create conditions for personnel arrangement and have the approval of competent authorities (stipulated in Clauses 1, 2, 3, 4, Article 2, Decree 177/2024).

- Monday, cadres, civil servants, public employees, and workers receiving salaries from the state budget according to the provisions of the labor law before January 15, 2019, who have 5 years left until retirement age in public agencies and units of the Party, the State, and socio-political organizations from the central to district levels and the armed forces, are not directly affected by the reorganization of the apparatus but must streamline the payroll, streamline the apparatus, restructure and improve the quality of the contingent of cadres, civil servants, and public employees of the political system.

- Tuesday, people working within the payroll quota and receiving salaries from the State budget at associations assigned by the Party and State at the Central and local levels due to the direct impact of the implementation of organizational arrangement, consolidation and merger.

Compared with the current regulations of Decree 178, the above contents approved by the Politburo have expanded the scope and subjects of application.

According to the provisions of the current Decree 178, the scope of regulation and subjects of application are cadres, civil servants, public employees, and workers in agencies, organizations, and units of the Party, State, Vietnam Fatherland Front, and socio-political organizations from the central to district levels.

At the same time, they are cadres, civil servants at the commune level, armed forces including the People's Army, People's Police and key personnel in the process of arranging and organizing the apparatus and administrative units at all levels of the political system.

Also according to the provisions of Decree 178, there are 8 policy groups for cadres, civil servants, public employees, workers and armed forces in implementing the arrangement of the political system apparatus.

Carefully review regulations to make reasonable adjustments and thoroughly resolve problems.

Also in Conclusion 75, the Politburo assigned the Government Party Committee to absorb the Politburo's opinions and direct the Ministry of Home Affairs to carefully review the provisions of the decree to make reasonable adjustments to thoroughly resolve problems arising in practice and make it feasible during implementation.

Ensure consistent implementation of policies and objectives, creating favorable conditions for the implementation of organizational arrangements of the political system.

Retaining qualified, capable, and talented people, streamlining the payroll, restructuring, and improving the quality of cadres, civil servants, and public employees to meet the requirements of national development tasks.

The conclusion stated that based on the policy of the Politburo, the Government Party Committee urgently directed the institutionalization for implementation.

Agencies, units and localities strengthen political and ideological education, propaganda work, public opinion orientation, creating consensus and unity in organization and implementation.
