The Politburo's conclusion clearly stated the viewpoint of maintaining principles in personnel work, ensuring strictness, democracy, objectivity, transparency, fairness, impartiality, and compliance with regulations.

The Politburo noted that it is important to pay attention to training, fostering, and assigning young cadres, female cadres, ethnic minority cadres, and scientific and technological cadres, but not to lower standards because of structure. For party committees at commune, ward and special zone levels (after consolidation, merger or new establishment),It is possible to consider and arrange personnel who are provincial-level Party Committee members to be Party Committee Secretaries at the commune level.
In special cases, if the Party Committee has an important position, economic scale, developed urban transport infrastructure, large number of Party members and population, it is possible to consider and arrange personnel who are members of the Standing Committee of the Provincial Party Committee or City Party Committee to be the Party Committee Secretary.
Regarding the standards for Party Committee members, Party Committee inspection committees, leadership and management positions of agencies and units in the political system, they are basically implemented according to Regulation No. 89.
In addition, it is necessary to base on the criteria for Party Committee members stated in the new Directive of the Politburo on Party Congresses at all levels for the 2025-2030 term towards the 14th Party Congress and related regulations of the competent authority for cadre management.
