The Politburo requests that no disciplinary action be taken against party members who have a third or more child.

The Politburo assigned the Central Inspection Commission to advise and amend Party regulations related to handling violations of population policy and proactively amend guidelines in the direction of not disciplining cases of giving birth to a third child or more.

The Party Central Committee Office has just issued a document announcing the Politburo's opinion on the preliminary review of the implementation of Resolution 21/2017 of the Party Central Committee (12th tenure) on population work in the new situation and amending Party and State regulations related to population policy.

The announcement stated that the Politburo basically agreed with the content and recommendations and proposals stated in the report evaluating the 7-year implementation of Resolution 21 and the results of the review of Party regulations related to handling violations of population policy.

The Politburo also agreed to issue the Politburo's Conclusion on continuing to implement Resolution 21. In particular, the Government Party Committee directed the Ministry of Health Party Committee to study and absorb the Politburo's opinions and those of relevant agencies to complete the Politburo's Conclusion to submit to the Standing Secretariat for consideration and promulgation.

The Politburo assigned the National Assembly Party Committee and the Government Party Committee to coordinate in leading and directing the acceleration of the progress of drafting and submitting to the National Assembly for approval the Population Law in the spirit of the Resolution of the 13th National Party Congress in 2025.

In the immediate future, the Politburo requires urgent review and amendment of legal documents with regulations on the number of children, to be completed in the first quarter of 2025.

Along with that, the Politburo agreed to the policy of building and implementing the National Target Program on Population and Development for the 2026-2035 period. The Government Party Committee was assigned to direct the building of this program and submit it to the National Assembly in the third quarter of 2025.

The Politburo assigned the Central Inspection Commission to advise and amend the regulations of the Central Executive Committee, the Politburo, and the Secretariat related to handling violations of population policy and proactively amend Instruction No. 05/2022 of the Central Inspection Commission in the direction of not disciplining cases of giving birth to a third child or more, in line with amending legal regulations (not retroactively handling cases that have been disciplined).

In addition, the Politburo noted that the Government Party Committee and the Central Public Security Party Committee urgently directed the completion of the construction and synchronous connection of human data (based on the national population database) to accurately assess population fluctuations (both in quantity and quality), serving accurately, promptly and effectively the planning and implementation of population policies in the coming time.
