On behalf of the Politburo, Standing member of the Secretariat Tran Cam Tu signed and issued Conclusion 195 of the Politburo and Secretariat on the situation and performance results of the political system apparatus and two-level local government.
At the meeting on September 26, the Politburo and Secretariat requested Party committees at all levels to successfully organize congresses of Party committees directly under the Central Committee according to plan, focusing on propaganda before, during and after the congresses.
Localities must carefully study and continue to strictly implement the conclusions of the Politburo and Secretariat on improving the operational efficiency of the political system and the two-level local government apparatus.
The Politburo and Secretariat requested to continue promoting administrative procedure reform, cutting down on unnecessary reports, documents, and meetings; strengthening inspection, guidance, and professional and technical training; and continuing to review and streamline the internal apparatus.
Localities urgently arrange and re-arrange the team of communal-level cadres and civil servants, ensuring that the organizational apparatus operates smoothly, effectively and efficiently according to the motto "new must be better than old, words must go hand in hand with actions, unity and solidarity to serve the people", without interruption of public service activities and without omission of tasks.

The Politburo and the Secretariat requested the Government Party Committee to thoroughly review and evaluate the feasibility of implementing the tasks of decentralization, delegation of authority, and assignment of authority, and propose solutions to promptly resolve problems. The Government Party Committee directed to guide the completion of the development planning of provinces, communes, wards, and special zones to be completed before October 30.

The Government Party Committee directed the Ministry of Home Affairs to urgently submit to the Government a Decree on administrative unit standards, administrative unit classification and urban classification, to be completed in October; complete the salary and allowance project, report to competent authorities for decision to apply generally and consistently throughout the political system.
Ministries, ministerial-level agencies, and government agencies must urgently complete proposals for restructuring public service units, state-owned enterprises, and the internal apparatus of enterprises under the management of ministries, ministerial-level agencies, government agencies, and localities in accordance with the new situation; to be completed in October.
The Government Party Committee needs to clarify the causes and review the responsibilities of organizations and individuals in not seriously and promptly implementing the conclusions of the Politburo and the Secretariat and slow implementation of policies and regimes for cases of work leave according to regulations, and report to the Politburo (through the Central Organizing Committee) before October 15.
At the same time, it is necessary to guide the payment of regimes and policies for cadres, civil servants and employees who have decided to retire or quit before August 31 but have not yet been paid; complete the payment before October 15 in cases where the decision to retire was made before August 31.

The Politburo and the Secretariat require ministers, heads of ministerial-level agencies, and local Party secretaries to directly supervise and direct the overcoming of shortcomings and limitations that have been pointed out and are the responsibility of ministries, branches, and localities; clearly assign responsibilities and determine the time limit for completing the overcoming.
The Politburo and the Secretariat note and immediately deploy the arrangement, mobilization, and assignment of staff and civil servants; and arrange enough specialized staff (especially those with experience in land management, planning, construction, finance, information technology, education management, health care, etc.) to the grassroots.
In particular, it is necessary to completely implement the payment of regimes and policies for cadres, civil servants, and employees who have decided to retire or quit their jobs before August 31, and complete it before October 15.
Ministries, branches and localities review and evaluate the current situation of staff before and after the rearrangement; determine shortages and surpluses, causes and solutions, and clarify the rearrangement of staff at the district (old) and commune (old) levels.
