Attending the ceremony were Colonel Ha Tan Tien, Standing Committee member of the Provincial Party Committee and Commander of the Provincial Military Command; Colonel Luong Hong Phong, Deputy Secretary of the Military Party Committee and Political Commissar of the Provincial Military Command; officers and soldiers of the headquarters; and commanders of subordinate agencies and units.

Units strived to achieve the goals and objectives of "1 diligence, 3 exemplary conduct," including: excellent training diligence; high combat readiness; good work performance and outstanding completion of assigned tasks; exemplary conduct in cultivating character, ethics, and lifestyle, building unwavering political resolve, and striving to be worthy of the title "Ho Chi Minh's Soldiers" in the new era; exemplary conduct in building a regular army and strictly adhering to discipline and laws; and exemplary internal unity, unity among forces, and unity between the military and the people.
