Ministry of Public Security thoroughly grasps and implements the Law on Fire Prevention, Fighting and Rescue
On the morning of June 11, the Ministry of Public Security held a conference to disseminate and implement the Law on Fire Prevention, Fire Fighting and Rescue and decrees and circulars guiding its implementation.
Attending at the Ministry of Public Security bridge were Lieutenant General Le Van Tuyen - Deputy Minister of Public Security, representatives of ministries, departments, branches and enterprises.
At the Nghe An Provincial Police bridge, there were comrade Tran Hong Quang - Deputy Secretary of the Party Committee, Deputy Director of the Provincial Police, representatives of the Provincial People's Committee Office, the Provincial Military Command, departments, branches, and the Southeast Economic Zone Management Board.

The Law on Fire Prevention, Fighting and Rescue (PCCC and CNCH) consists of 8 chapters and 55 articles, approved by the 15th National Assembly at the 8th session, and will officially take effect from July 1, 2025.
This is an important step in the construction of a legal corridor for fire prevention, fire fighting and rescue, built on the spirit of legislative reform, decentralization and radical delegation of power, creating flexibility in direction and administration.
Compared to the current Fire Prevention and Fighting Law, the new law has reduced one chapter, 13 articles and abolished 24 contents in 4 groups of issues, including contents that have been regulated by specialized laws such as regulations on forests, responsibilities of the Fatherland Front and its member organizations, administrative procedures, conditional business, etc. At the same time, the law also amends, supplements and prescribes 52 new contents in 13 major groups of issues.

The law has increased the responsibility of agencies, organizations, and individuals, especially heads of establishments, in ensuring fire safety and search and rescue. Requirements on fire prevention and fighting are specified right from the stage of establishing, adjusting, and approving urban and rural planning.
The law also clearly stipulates the responsibilities of forces, commanders, the mobilization of means, assets, and coordination between agencies in search and rescue situations, ensuring proactiveness and timely response to unexpected incidents. Rescue activities are clearly stipulated in the law, defining rescue situations that fire prevention and rescue forces take the lead in carrying out, such as rescuing people in fires, traffic accidents, drowning, house collapses, natural disasters, etc.

The Law supplements new, more specific and comprehensive regulations on fire safety conditions for houses and houses combined with business; clearly stipulates requirements for electrical equipment, especially in charging electric vehicles; safety standards in residential areas with weak infrastructure; responsibilities of establishments in maintaining escape routes and equipping fire fighting equipment.
Regarding forces, the law amends and supplements regulations to build and strengthen grassroots and specialized fire prevention and fighting forces and civil defense forces; supplements the regime for people participating in fire fighting and rescue who are not part of specialized forces; encourages people to voluntarily participate in fire prevention and fighting and search and rescue activities...

In addition, the law also drastically simplifies administrative procedures, cutting down from 37 current procedures to 9 procedures, including significantly reducing procedures for licensing fire protection service businesses, training, granting certificates... creating more favorable conditions for people and businesses...
To specify the provisions of the law, on May 15, 2025, the Government issued Decree No. 105/2025/ND-CP, consisting of 8 chapters, 47 articles and 7 appendices. The Decree details 20 groups of contents of the law, including classification of facilities under fire prevention and fighting management, requirements in urban planning, appraisal procedures, inspection and acceptance, coordination mechanism of forces, policies for volunteer forces, regulations on licensing of fire prevention and fighting vehicles and fireproof materials, etc.
At the same time, the Ministry of Public Security also issued circulars providing specific guidance on each content, ensuring consistency and synchronization in implementation from the central to local levels.

Concluding the conference, Lieutenant General Le Van Tuyen, Deputy Minister of Public Security, requested local police to closely coordinate with authorities and departments, branches and sectors to focus on effectively implementing the Law on Fire Prevention and Fighting and Rescue and guiding documents for implementation.
In particular, it emphasizes the need to widely disseminate and popularize to the grassroots level, gradually raising awareness and responsibility of heads of agencies, organizations, households and individuals regarding fire prevention, fighting and rescue work.
At the same time, urgently review, classify and thoroughly handle facilities that do not meet fire safety requirements; synchronously deploy a database system, fire alarm communication equipment, serve management, command of fire fighting, rescue and relief in a digital and modern direction. In addition, it is necessary to promote the role of on-site fire prevention and fighting forces, build and strengthen volunteer forces, and promote socialization in fire prevention and fighting work.
The leaders of the Ministry of Public Security emphasized that the implementation of the Law must ensure synchronization and unity, absolutely not allowing congestion and overlap in handling administrative procedures, causing difficulties for businesses and people. Any problems in the implementation process must be promptly summarized and reported to find effective solutions, creating the most favorable conditions for organizations and individuals to exercise their rights and obligations according to the provisions of law.
