Ministry of Public Security investigates Thien Ngoc Minh Uy Company

The case file of Thien Ngoc Minh Uy Company has been transferred to the Department of Police Investigation of Economic Crimes and Corruption for investigation and handling.

Speaking to the press on May 11, Mr. Nguyen Phuong Nam, Deputy Director of the Competition Management Department (QLCT - Ministry of Industry and Trade) said that the QLCT Department has wanted to handle the multi-level sales activities of Thien Ngoc Minh Uy Company Limited for a long time, however, this matter is extremely complicated but will certainly end soon in the near future.

“Currently, the case file of Thien Ngoc Minh Uy Company Limited has been transferred to the Department of Investigation Police on Economic Crimes and Corruption - C46 of the Ministry of Public Security for further investigation and consideration of handling,” said Mr. Nam.

According to the representative of the Department of Market Management, legal multi-level marketing activities of enterprises are always encouraged and facilitated. However, the disguised behaviors of multi-level marketing enterprises must be closely monitored.

Also on May 11, the Competition Management Department announced the process and procedures for liquidating multi-level sales contracts with participants after Thien Ngoc Minh Uy Company Limited ceased operations. This process aims to closely monitor the process of liquidating contracts and resolving benefits for multi-level sales participants at Thien Ngoc Minh Uy Company Limited.

Accordingly, to ensure the rights of business participants, Thien Ngoc Minh Uy Company Limited will liquidate the Multi-level Sales Contract and fulfill its obligations according to the provisions of Decree 42/2014/ND-CP within 60 working days from the date of receiving valid documents according to the process.

The Competition Management Department stated that in case participants in multi-level marketing activities do not agree with the settlement plan of Thien Ngoc Minh Uy Company Limited, they can notify the Department of Industry and Trade in the area or the Competition Management Department for support in protecting their rights.

Specifically, if the dispute arises from a multi-level sales participation contract, the Department of Industry and Trade and the Competition Management Department will directly handle and support the participants according to the provisions of Decree 42/2014/ND-CP.

If it is a civil dispute other than the scope of Decree 42/2014/ND-CP, the Department of Industry and Trade and the Competition Management Department will guide the participants to file a lawsuit in civil court to have their rights considered and protected.

In case a participant has reason to believe that he/she has been scammed, the Department of Industry and Trade and the Competition Management Department will guide the participant to file a criminal complaint and send it to the police for consideration and verification.

During the implementation process, in case the participants do not agree on the content of the liquidation minutes, Thien Ngoc Minh Uy Company Limited will be responsible for reporting and asking for instructions from the Ministry of Industry and Trade and relevant agencies on the solution./.
