Based on the two criteria of natural area and population, there will be 16 district-level administrative units and 637 commune-level units that have not met 50% of both criteria above will have to be considered for rearrangement from now until 2021.

Administrative units are formed from many factors, so other factors need to be considered to avoid affecting economic development, security and order, and solidarity. The consideration depends on the conditions and characteristics of the locality, not mechanically or mechanically.

The Deputy Prime Minister noted that the form of collecting opinions will be considered, but must ensure substance and reflect the true thoughts and aspirations of the people, not in the style of a "grand electorate".

On August 8, Senior Lieutenant General Nguyen Chi Vinh - Deputy Minister of National Defense chaired the Steering Committee Conference on compiling the 2018 Vietnam Defense White Paper.

The Ministry of National Defense's information portal said that this White Paper is updated and supplemented with the world, regional and domestic situation; new developments in the building of the Vietnam People's Army and the militia and self-defense force.

The book will publicize Vietnam's military and defense policies; at the same time, it is an official document used to serve defense diplomacy; defense education, the Party's military policies, and the State's defense policies for all levels, sectors and the entire population, especially the young generation.

Vietnam has published three defense white papers in 1998, 2004 and 2009.

The Ministry of Public Security will eliminate six general departments, reducing the number of department-level units from 125 to 60.

On the afternoon of August 7, the Ministry of Public Security held a press conference to inform about the implementation of the Government's Decree regulating the functions, tasks, powers, and organization of the public security apparatus.

According to the new organizational model, the Ministry of Public Security will reduce the number of department-level units under the Ministry and provincial police; reduce the number of team-level units under the department and district police; and at the same time build regular commune and town police.

In the immediate future, the Ministry will pilot regular commune police in some areas with complex security and order issues, then deploy it nationwide.

Compared to the old apparatus, the Ministry of Public Security's apparatus model will reduce 6 general departments, streamline nearly 60 department-level units and nearly 300 department-level units. The local police level after streamlining the apparatus and merging the fire police will reduce more than 500 department-level units and nearly 1,000 team-level units.

On August 10, Mr. Huynh Duc Tho - Chairman of the People's Committee of Da Nang City said that he had sent a document to the Departments of Justice, Construction, Natural Resources and Environment regarding the proposal to reclaim Chi Lang Stadium.

Accordingly, the People's Committee of Da Nang City reported to the Standing Committee of the City Party Committee for the policy so that the Party Committee of the City People's Committee can complete the dossier, report and recommend to the Prime Minister and Central agencies to allow the city to retain the entire land area at Chi Lang Stadium.

In return, Da Nang city will return the entire land use fee that the units actually paid into the budget when handing over the land, with interest calculated according to the State Bank's interest rate at the time of actual payment.

The official train of the Cat Linh - Ha Dong route (Hanoi) is being tested on the track before being put into commercial operation.

A train in the first elevated railway project in Vietnam ran on a test run from Cat Linh station (Dong Da district) to Yen Nghia (Ha Dong, Hanoi) on August 9.

The test train of the route numbered HN00304 departed from Cat Linh station, ran continuously on the railway line with a length of more than 13 km and stopped at the end point at Yen Nghia station.

According to Mr. Vu Hong Phuong - Deputy Director in charge of the Railway Project Management Board (Ministry of Transport), during the train's test run, only those on duty are allowed to board the train for inspection and operation, and the public is not allowed to board.

The test train has 4 cars, one of 13 trains of the project. It is expected that when put into use, the operating time will be from 3-5 minutes per trip, the maximum design speed is 80 km/h, the average operating speed is 35 km/h.

On August 10, the Hai Phong Department of Health Inspectorate coordinated with relevant agencies to inspect the "Ba Dai" drug business establishment at 11 Ky Dong, Quang Trung Ward (Hong Bang District), discovering 10 cardboard boxes containing more than 2,000 plastic bags of oriental medicine pills of unknown origin.

At the time of inspection, the owner of the facility, Ms. Nguyen Thi Nga (85 years old), could not present documents proving her practice of trading in oriental medicine or documents proving the origin of the above batch of medicine.

After making a record and taking samples for testing, the authorities sealed 10 boxes of medicine and transferred them to headquarters to verify the ingredients, quality and origin.
