Ministry of Industry and Trade dismisses officials related to sludge dumping case

Mr. Ha Quoc Quan was dismissed from office for violating regulations on what civil servants are not allowed to do and regulations on prohibited acts for civil servants.

On the afternoon of August 10, implementing the direction of Minister of Industry and Trade Tran Tuan Anh, the Director of the Institute for Industrial Policy and Strategy Research of the Ministry of Industry and Trade issued a decision to discipline the management officer of Mr. Ha Quoc Quan, Director of the consulting unit for the project "dumping waste into the sea".

According to the Disciplinary Decision, Mr. Ha Quoc Quan was dismissed from his position for violating the law by establishing a private enterprise; participating in the management and operation of a private enterprise; declaring assets and income dishonestly and incompletely; the above acts violated the regulations on what civil servants are not allowed to do and the regulations on prohibited acts for civil servants.

Previously, the media reported on the project of dumping 1 million m3 of mud into the sea of ​​Binh Thuan by Vinh Tan 1 Power Company Limited. In which, Mr. Ha Quoc Quan, currently Director of the Center for Investment Consulting and Technology Transfer of the Institute for Strategy and Industrial Policy Research under the Ministry of Industry and Trade, and also Chairman of the Board of Directors and General Director of Vietnam Seaport Construction Consulting Joint Stock Company, is the consulting unit for the Project.

After receiving the above information, the Ministry of Industry and Trade established a working group with the Institute for Strategy and Industrial Policy Research to verify this information.

According to the results of the preliminary working session of the Working Group, the fact that Mr. Ha Quoc Quan, Director of the Center for Investment Consulting and Technology Transfer under the Institute for Industrial Policy and Strategy Research, is an official under the management authority of the Institute for Industrial Policy and Strategy Research, participating in the management and operation of the enterprise Vietnam Seaport Construction Consulting Joint Stock Company is a violation of Article 37 of the 2005 Law on Anti-Corruption, amended and supplemented in 2012, and the Law on Public Employees.

On that basis, the Ministry of Industry and Trade requested the Institute for Industrial Strategy and Policy Research to conduct a review, clarify the violations and consider disciplinary action against Mr. Ha Quoc Quan in accordance with regulations./.
