This directive was given by Minister of Industry and Trade Tran Tuan Anh at a meeting on the afternoon of October 30 with relevant units in the Khaisilk case of selling Chinese goods but labeling them "Made in Vietnam".

"Khaisilk's actions violated the law, damaged the value of Vietnamese brands, and deceived Vietnamese consumers," Minister Tuan Anh said at the meeting.

He requested the Market Management Department to issue a document directing the Market Management Sub-Department to fully hand over the inspection records of store 113 Hang Gai (Hoan Kiem, Hanoi) to the economic investigation agency (Hanoi Police) for consideration of criminal handling, as well asclarify the relationship between 113 Hang Gai store and Khai Duc Group.

The Ministry of Industry and Trade also decidedestablish a specialized inspection team with the participation of relevant agencies, including Tax, Ministry of Science and Technology, police investigation agency, Association for Standards and Consumer Protection, and agencies under the Ministry... to inspect the case related to Khaisilk. The inspection team will be led by the Market Management Department to work with Khaisilk Group.

At the meeting, the Minister of Industry and Trade criticized the Market Management Department and the Competition Management and Consumer Protection Department (under the Ministry of Industry and Trade) for lacking coordination.with relevant agencies, have not promptly implemented the direction of the Minister of Industry and Trade regarding the investigation and clarification of Khaisilk's violations in selling Chinese goods "disguised" as Vietnamese goods.

He also criticized "the Market Management Department's report as irresponsible, sketchy and not fulfilling its responsibilities in this case".

According to the report of the Hanoi Market Management Department sent to the Market Management Department (Ministry of Industry and Trade) on the inspection results of Khaisilk store 113 Hang Gai - Hanoi, one of the retail stores of the Khaisilk brand system, at the time of inspection of this store on October 27, the authorities discovered 60 silk scarves with Chinese labels but replaced with Khaisilk - Made in Vietnam labels. The store had sold 4, leaving 56 in stock.

The reason was explained by Ms. Nguyen Thi Tha Nga - owner of Khaisilk 113 Hang Gai business, due to negligence in management due to the sudden increase in demand for goods on October 20, the store staff arbitrarily bought silk scarves on the market, cut off the Chinese origin label and attached the label "Khaisilk Made in Vietnam" to sell.

Each Chinese silk scarf labeled as Vietnamese was sold for 644,000 VND, the total value of the infringing goods was more than 36 million VND.

Khaisilk's crisis began a week ago when on her personal Facebook page, Dang Nhu Quynh reported buying Khaisilk silk scarves labeled "Made in China".

According to Mr. Quynh, on October 17, his family's company ordered 60 silk scarves for 644,000 VND each at Khaisilk store 113 Hang Gai (Hanoi) with a total order value of 38,640,000 VND. However, after receiving the goods, the company discovered that in the shipment there was a scarf with both the label "KHAISILK - Made in Vietnam" and the label "Made in China". The company inspected the entire shipment and discovered that many of the remaining scarves had signs of the label being cut off at the edge of the scarf.

In response to the above incident, Mr. Hoang Khai - Chairman of Khaisilk Group later admitted to the media that he "sold 50% of 'Made in China' silk in his system" and apologized to consumers. However, the question here is whether there was tolerance and support from the local market management agency or not, when the establishments in the Khaisilk system have been selling Chinese goods for many years but the authorities did not know or handle it.
