Ministry of Industry and Trade speaks out about the inspection conclusion of the Ministry of Home Affairs
The Ministry of Industry and Trade has announced the conclusion of the inspection of the implementation of legal regulations on the appointment of leadership and management positions of the Ministry of Industry and Trade from January 1, 2015 to June 30, 2016.

The Ministry of Industry and Trade said: Before the Ministry of Home Affairs conducted the inspection, the Party Committee of the Ministry of Industry and Trade for the 2016-2021 term also directed a review of all organizational and personnel work in the previous period.
Based on the review results, the Party Executive Committee issued Resolution 02/NQ/BCSĐ dated October 10, 2016 on perfecting the organization and personnel work of the ministry.
Based on this resolution, Minister Tran Tuan Anh issued Directive 09/CT-BCT dated October 13, 2016 on perfecting organization and personnel work.
Implementing the resolution of the Party Executive Committee and the directive of the Minister, in recent times, the Ministry has focused on perfecting regulations on personnel work, with special attention paid to the system of standards, conditions, procedures for appointing officials, procedures for receiving officials from outside as well as planning and training of personnel resources.
The Ministry has also developed a new decree on functions, tasks and organizational structure towards streamlining and efficiency, meeting the requirements of a development-creating Government serving the people and businesses.
The Ministry of Industry and Trade said it will strictly implement the requirements set out in the inspection conclusion of the Ministry of Home Affairs. At the same time, it will continue to implement Resolution No. 02 of the Party Executive Committee and Directive No. 09 of the Minister so that personnel work can truly be put into order, in compliance with Party regulations and State laws.
The inspection conclusion of the Ministry of Home Affairs announced yesterday afternoon showed that during the inspection period (from January 1, 2015 to June 30, 2016), the then Minister of Industry and Trade, Mr. Vu Huy Hoang, decided to appoint 97 cases (63 cases in 2015, 34 cases in 2016). Of which, 55 cases were at the department level, 42 cases were at the division level.
At the same time, 10 cases were transferred and appointed at the same level (8 cases in 2015, 2 cases in 2016), 5 cases were reappointed and 1 case (department level) was extended to the time of holding a leadership position until retirement age.
According to the ministry's report from 2011 to 2014, Mr. Hoang decided to appoint 248 cases. Specifically, in 2011 there were 38 cases, including 29 department-level cases and 9 room-level cases.
In 2012, there were 55 cases, including 27 at the department level and 28 at the office level. In 2013, there were 74 cases, including 26 at the department level and 48 at the office level. In 2014, there were 81 cases, including 43 at the department level and 38 at the office level.
According to the assessment of the Inspectorate of the Ministry of Home Affairs during the inspection period, the Ministry of Industry and Trade applied the Party's documents, the State's laws and the Regulations on appointment, reappointment, extension of term of office, resignation, dismissal, and rotation of civil servants and public employees holding leadership and management positions of the ministry for implementation.
The majority of appointed civil servants and public employees have met the conditions and standards for leadership and management positions.
However, there were 2 cases that did not meet the age requirement at the first appointment (over 2 months and 8 months).
At the same time, at the time of appointment, there were 31 cases that did not meet the political theory level, 3 cases that did not have a certificate of training in state management skills, 3 cases that did not have a foreign language certificate, 3 cases that did not meet the political theory and foreign language level, 4 cases that did not meet the political theory and state management skills level, 1 case that did not have a certificate of training in state management skills and did not have an assessment and comments from the place of residence.
In addition, there are 2 cases of being accepted and recruited without taking the civil service exam, which is not in accordance with regulations on recruitment, use and management of cadres and civil servants in state agencies.
Based on the inspection conclusion, the Ministry of Home Affairs recommends that the Minister of Industry and Trade direct the organization of a review and clarification of the responsibilities of organizations and individuals for the violations that have been concluded for handling in accordance with the provisions of law.
At the same time, implement the correct number of deputies of the head according to the provisions of law.
Along with that, revoke the decision to appoint leadership and management positions for 2 cases that were not recruited in accordance with the provisions of law and other related decisions (recruitment, acceptance, promotion...).
