In the early morning of October 30, the Fire Prevention, Fighting and Rescue Police Department (PCCC&CNCH), Nghe An Provincial Police received news that in Block 13, Ben Thuy Ward, Vinh City, the water was deeply flooded due to heavy rain, many households were trapped in their houses as the water level rose higher and higher. The Fire Prevention and Fighting and Rescue Police Team on the River was mobilized. Lieutenant Colonel Thai Khac Phu - Commander of the Military Command of Do Luong district said: "Currently, there is heavy rain in the area, the river water is rising rapidly, many roads, hamlets and communes are deeply flooded and isolated. Currently, we are urgently coordinating with local authorities and organizations to evacuate assets, bring people to safety, and propagate to people not to arbitrarily move into deep flooded areas to prevent accidents. At the same time, we have assigned 100% of our forces to be on duty, ready to rescue and evacuate people in deep flooded areas when ordered." |
Previously, on the afternoon of October 29, while moving belongings to avoid the flood, the family of Nguyen Ngoc Thai (born in 1966), his wife Phan Thi Hoa (born in 1973) and daughter Nguyen Thi Khanh Chi (born in 2003) living in Veu 4 village, Phuc Son commune, Anh Son district were isolated by flood water.
Unable to escape, the family had to climb onto the roof to call for help from Phuc Son Border Guard Station.
Immediately upon receiving the information, Phuc Son Border Guard Station sent a working group of 7 comrades led by Major Bui Hong Manh - Political Commissar, Commander, along with rescue equipment to the rescue scene.
Due to the dark night, heavy rain, many roads were flooded and landslides, the working group had to go through the forest, using ropes and life buoys to reach the scene.
After many efforts to overcome difficulties, by 9:10 p.m. on October 29, the rescue team had brought 3 people to safety./.
