According to the proposal of the Ministry of Education and Training, from the 2021-2022 school year, university tuition fees will increase by 12.5%. Preschool and general education tuition fees will increase by 7.5% compared to the 2020-2021 school year.

This proposal was made in the second draft of the Decree on the mechanism for collecting and managing tuition fees for educational institutions in the national education system and policies on tuition exemption and reduction, support for learning costs, and service prices in the field of education and training.

This Decree will replace Decree No. 86/2015/ND-CP of the Government regulating the mechanism for collecting and managing tuition fees for educational institutions in the national education system and the policy on exemption and reduction of tuition fees.tuition, support tuition fees from the 2015-2016 school year to the 2020-2021 school year.

According to the draft, higher education institutions that self-insure regular expenses and meet the conditions for autonomy and the highest level of domestic training program accreditation criteria according to current regulations or international quality programs are allowed to self-determine tuition fees for that major based on economic and technical norms issued by competent authorities.

Higher education institutions that have not yet covered their regular expenses or have covered their regular expenses but have not yet met the requirements for the criteria for assessing the quality of domestic higher education institutions are determined to have tuition fees that do not exceed the tuition fee ceiling.

Based on the economic growth scenario announced by the General Statistics Office for the 2021-2025 period of 7.5%, along with the annual consumer price index growth rate of about 4-5%/year and the average income per capita increasing over the years, the Ministry of Education and Training proposed a tuition fee increase for the 2021-2022 school year of 12.5% ​​compared to the 2020-2021 school year.

Tuition fees for the following years will increase at a corresponding rate. In addition, according to the results of research and survey on training costs of 7 public universities nationwide by a group of experts from Hanoi National University, the tuition fee increase of 12.5%/year will ensure the roadmap to fully cover training costs by 2025.

For preschool and general education, tuition fees are collected according to the principle of sharing between the State and learners, in accordance with the economic conditions of each residential area, the actual contribution capacity of the people and the growth rate of the consumer price index, the annual economic growth rate and the roadmap for calculating prices of educational and training services according to regulations.

Tuition fee framework for preschool and general education institutions that are not self-sufficient in regular expenditure or self-sufficient in regular expenditure but have not passed domestic quality accreditation is as follows:

From the 2021-2022 school year, tuition fees will be adjusted at a maximum increase rate of 7.5%/year in accordance with local socio-economic conditions and people's ability to pay.

The Ministry of Education and Training explained that the proposal to increase preschool and general education tuition fees was made based on the economic growth scenario announced by the General Statistics Office for the 2021-2025 period of 7.5%, along with the annual consumer price index growth rate of about 4-5%/year and the average income per capita increasing over the years, the total fluctuation of the above indexes will be higher than 7.5%.

However, to ensure social security and share with students' families, the ministry proposes to increase preschool and general education tuition fees by only 7.5% per year. With this roadmap, by the 2025-2026 school year, tuition fees will cover 50% of training costs. By 2030, tuition fees will cover all training costs (for schools that are not self-sufficient in regular expenses).
