Ministry of Education and Training seeks opinions on eliminating admission based on academic records

The Ministry of Education and Training is seeking opinions on whether to abolish or maintain admission based on academic records, when currently more than 42% of candidates use this score to enter university.

The Ministry of Education and Training sent a survey on university admissions from 2026 to delegates from more than 200 universities and academies at the Higher Education Conference held on the morning of September 18.

Professor Nguyen Tien Thao, Director of the Department of Higher Education (Ministry of Education and Training), said the conference will consider a number of issues related to enrollment. In particular, in 2025, with 17 admission methods, it is still a large number.

Of which, the rate of using the method of considering academic records is 42.4%; the number of using the method of considering high school graduation exam scores accounts for 39.1%; the rest are other methods, accounting for 18.5%.

“We raised the question to the delegates that the method of considering high school transcripts has many impacts on admission results and learning outcomes. It is time for us to look back and see whether we should continue to consider high school transcripts in the future or not?”, Professor Thao said.

The second problem, according to Mr. Thao, is that out of 849,544 registered candidates, there are a total of 7.6 million admission wishes, which is extremely large. “Information technology can still handle it, but the problem is that we will cause waste if candidates register too many unspecified wishes,” Mr. Thao said.

The Director of the Department of Higher Education said that in 2025, 16 universities had errors in their operations, and there were technical problems in determining the floor scores, affecting nearly 1,000 candidates for university admission in 2025. However, up to this point, all candidates have confirmed their admission to their registered wish or the next wish if they are actually admitted. "However, this also affects other schools and the number of candidates having problems," said Mr. Thao.

Regarding the scale of training, Mr. Thao said that in the 2024-2025 school year, 404 new training programs will be opened. The scale of university training is 2,528,519 from full-time to part-time and distance learning (of which the full-time system is 2,245,369 students).
