(Baonghean.vn) - After 10 years of implementing Resolution No. 29-NQ/TW, conditions have been created for the entire education sector to promote its strengths, especially innovation, creativity, positivity, dynamism, daring to think and dare to do, and the dedication and responsibility of the team of teachers and education managers.

On the morning of December 14, the Ministry of Education and Training held a conference to review 10 years of implementing Resolution No. 29-NQ/TW, dated November 4, 2013 of the 11th Party Central Committee "on fundamental and comprehensive innovation of education and training, meeting the requirements of industrialization and modernization in the context of a socialist-oriented market economy and international integration".

The conference was held online. At the Hanoi bridge point, there were Central Party Committee members: Lai Xuan Mon - Permanent Deputy Head of the Central Propaganda Department; Nguyen Dac Vinh - Chairman of the National Assembly's Committee for Culture and Education, Nguyen Kim Son - Minister of Education and Training.

At Nghe An bridge point, there were comrades: Bui Dinh Long - Vice Chairman of the Provincial People's Committee, Thai Van Thanh - Member of the Provincial Party Executive Committee - Director of the Department of Education and Training and leaders of departments, branches, universities and colleges located in the province.

Resolution No. 29-NQ/TW on fundamental and comprehensive innovation in education and training marked a new development in the Party's strategic thinking towards the cause of education and training development. The Resolution also demonstrated the vision, determination and strategic orientation towards education, as well as the vision for sustainable development of the country in the short term as well as in the long term.

After 10 years of implementation, the national basic education system has been completed in an open and interconnected direction between levels, qualifications and between education and training methods; the scale of education and the network of educational institutions have developed, better meeting the lifelong learning needs of the people. The team of teachers and basic education managers has been standardized, gradually ensuring the quantity; facilities and teaching equipment have been improved, initially meeting the requirements of educational and training innovation; digital transformation has been actively implemented throughout the education sector; worksocialization of educationhas achieved important results.

The new General Education Program has shifted from focusing on imparting knowledge to comprehensively developing students' qualities and abilities. The quality of general education and key education has been increasingly improved and recognized by the world. Continuing education has developed in a variety of content and forms, contributing to building a learning society and lifelong learning.

Implementing Resolution 29, the sector has also innovated exams, tests, and assessments, especially high school graduation exams and university and college entrance exams, and vocational education, which are increasingly more substantial and effective, fundamentally overcoming the situation of lopsided learning and rote learning, and reducing pressure and costs for society.

At the conference, the presentations of localities such as Ho Chi Minh City, Lang Son, Hanoi, and Kon Tum agreed with the summary report. However, they also pointed out difficulties, shortcomings, and problems, focusing on issues such as: recruitment of civil servants, appointment of management officials in the field of education and training; the implementation of autonomy in educational and training institutions still faces many difficulties, it is necessary to consider issuing support policies for schools with boarding models, boarding schools, schools with many ethnic minority students in disadvantaged areas; there are support policies for vocational secondary school students participating in the Continuing Education program at high school level to contribute to the implementation of streaming after graduating from junior high school...

Speaking at the conference, Comrade Nguyen Dac Vinh - Chairman of the National Assembly's Committee on Culture and Education acknowledged and highly appreciated the results achieved by the entire education sector after 10 years of implementing the renovation. In the coming years, he also pointed out many important tasks such as promptly resolving the shortage of teachers, ensuring conditions for school facilities and equipment, eliminating temporary classrooms, etc. Continuing to innovate the work of testing and evaluation, and innovating teaching methods.

With higher education, it is necessary to invest systematically and strategically. Expanding the quantity must be associated with improving the quality, perfecting the institution of university autonomy, enhancing research in universities... With vocational education, it is necessary to clearly define the training groups, have policies for businesses to participate in training, investment policies, improve facilities, vocational training equipment...

Concluding the conference, Minister of Education and Training Nguyen Kim Son shared the difficulties of the whole sector in the 10 years of implementing Resolution No. 29. At the same time, he highly appreciated the efforts of local authorities in the implementation process.

The head of the Ministry of Education and Training also said that many contents in Resolution No. 29 are still being implemented. With the direct educational object being people, the assessment is a process. In the coming time, the Ministry of Education and Training requires the entire sector to persevere with the direction of innovation to have long-term effects.

In the new context with many new challenges, educational innovation also needs to pay attention to issues of awareness, action, institutions, and resources.

After this conference, the Ministry will complete the draft report to submit to the Politburo and propose solutions for the next phase./.
