Ministry of Education proposes new national education system structure

At high school level, students can choose from three main streams: general orientation (academic and scientific as it is today), technical and technological orientation or gifted orientation (arts, sports).

This is one of the important changes in the Proposal on the Project to complete the structure of the national education system that the Ministry of Education and Training has just sent to the Prime Minister. This content was announced by the Ministry of Education and Training on the evening of January 7.

Structure of the new national education system

According to the Report, the Ministry of Construction has developed a plan to complete the structure of the national education system as follows:

The structure of the national education system includes preschool education, general education, vocational education, higher education; continuing education - lifelong learning.

In which, preschool education includes nursery school and kindergarten.

Basic general education remains unchanged, including 5 years of primary school, 4 years of junior high school, and 3 years of senior high school. Primary and junior high school education has only one stream, which is basic education.

High school has three streams: general orientation (academic and scientific as it is today), technical and technological orientation, or talent orientation (arts, sports).

Vocational education includes primary training 1 - 3 years; intermediate 3 years (to ensure the minimum amount of general knowledge equivalent to high school), college 2 - 3 years.

Higher education includes undergraduate, master's, and doctoral degrees. Undergraduate degrees last three to four years and are divided into three streams: research-oriented, application-oriented, and practice-oriented.

Master's degree lasts from one to two years, divided into two streams: research-oriented and application-oriented.

Will the limitations be overcome?

According to the report, the Ministry of Education and Training assessed that the current national education system structure is fragmented, with loose links between components (general education, vocational education, continuing education, higher education), and the planning of the educational institution network is unreasonable and not synchronous. The imbalance in the structure of training levels and occupations is slow to be overcome, not really meeting the human resource needs of society and international integration.

The Ministry of Education and Training believes that the connectivity between programs, levels, and types of training in the system still has many limitations, mainly due to the lack of clearly defined development directions for high school students and the lack of student streaming from post-secondary school to the end of secondary education.

In higher education, the academic training directions and the technical-technological direction (applied science) in higher education still overlap in terms of training programs, organizational models, measurement, assessment and quality control.

In addition, there is still overlap in the functions of units participating in education and training. At the same level of education or training, in the same area, there are many types of units participating in training, without common regulation, leading to waste of effort and resources.
