Ministry of Education admits 2018 national exam is more difficult than 2017

At the press conference on notable issues in the 2018 national exam of the Ministry of Education and Training held on the afternoon of June 28, many reporters raised questions about the difficulty, length and uniformity of the exam codes in the same subject of this year's exam.

Responding to this concern, Mr. Sai Cong Hong - Deputy Director of the Department of Quality Management, Ministry of Education and Training said that the content of the exam questions this year does not exceed the curriculum and the exam structure has not changed.

“It is incorrect to say that the Ministry has changed the exam. The exam is still divided into 60% basic knowledge and 40% advanced knowledge. Although 40% is advanced knowledge, this content is still in the 11th and 12th grade curriculum,” Mr. Hong affirmed.

According to Mr. Hong, Literature also has levels of questions, from recognition to application.

The multiple choice test is the same as last year. The easy questions are placed at the top, and the difficult ones are placed at the bottom.

The purpose is to help students do the exercises from easy to difficult. To classify students, the difficulty of the exercises must increase.

Reaffirming this issue, Mr. Hong said that the exam council had followed the direction of the National Exam Steering Committee, which is that the exam must have differentiation.

Therefore, to enhance the classification of candidates, some questions must be increased in difficulty.

The Deputy Director of the Department of Quality Management added that, compared to 2017, the difficulty of this year's exam has obviously increased. Because the knowledge content has been expanded to include 11th grade knowledge.

However, he said that this had been announced early when the students were still in grade 11.

Mr. Hong said that this is the second year the Ministry has used the standardized test bank that many advanced countries in the world apply.

He gave an example of the country that uses the most standardized test banks, the US, for example ACT, SAT...

“To balance the difficulty of the exams, we learn from international organizations, namely the four prestigious international organizations on standardized exam banks, because we ourselves are still young.

Regarding balancing the difficulty of the test bank, we continue to update and train to improve test-making capacity," he said.
