Ministry of Education and Training asks localities to address teacher shortage

The Ministry of Education and Training sent an official dispatch to the People's Committees of provinces/cities under the Central Government regarding the recruitment and use of preschool and general education teacher quotas.

According to the content of the Official Dispatch, the Ministry of Education and Training has coordinated with the Ministry of Home Affairs to report to the Central Government to supplement 65,980 teaching positions for localities according to Decision No. 72-QD/TW. However, by the end of the first semester of the 2024-2025 school year, the country still has about 60,000 assigned positions that have not been recruited while there is still a shortage of more than 120,000 teachers at all levels of public preschool and general education.

To address the shortage of teachers, the Ministry of Education and Training recommends that the People's Committees of provinces/cities under the Central Government implement the following contents:

Firstly, direct units to urgently recruit teachers to ensure sufficient staffing levels assigned by competent authorities (including unused staffing levels and additional staffing levels for the 2024-2025 school year). Do not let the work of restructuring and streamlining the apparatus affect the work of recruiting teachers.

Second, implement solutions to ensure teacher recruitment sources such as: widely disseminating information about recruitment needs; having mechanisms and policies to attract teachers to work in the locality; placing orders for teacher training with training institutions according to local needs; enhancing training for teachers who are fluent in ethnic minority languages ​​but have not attended training courses or training in teaching ethnic minority languages...

Third, continue to review and transfer teachers from places with surplus to places with shortage; specifically determine the number and structure of teachers lacking by school year, level, and subject from the 2026-2027 school year to the 2030-2031 school year, and report to the Ministry of Education and Training (according to the form attached to this Official Dispatch).

Fourth, continue to review and rearrange educational facilities; reduce the number of schools based on the principle of convenience for people and suitability with the actual conditions of the region, area and locality. Develop mechanisms and policies to encourage organizations and individuals to establish non-public educational facilities, participate in the socialization of education to reduce the number of people receiving salaries from the state budget./.
