The Ministry of Transport responds to the proposal to remove the driving license simulation test.
Voters have petitioned to remove the driving license simulation test due to its shortcomings. The Ministry of Transport has officially responded to this issue.

Voters in Long Thanh district, Dong Nai province, have complained that the driving test, which requires a simulation using software provided by the Vietnam Road Administration and applied to the driving training program for categories B1, B2, C, D, E, F, etc., is inadequate. They argue that it does not accurately reflect real-world driving conditions, causes confusion for test-takers, and wastes people's time and money.
Voters have petitioned the Ministry of Transport to abolish the practice of holding simulated driving tests for car licenses.
In response to this issue, on January 26th, the Ministry of Transport stated that the software simulating traffic situations is implemented in accordance with the regulations in Decree No. 138/2018/ND-CP amending and supplementing a number of articles of Decree No. 65/2016/ND-CP dated July 1, 2016 of the Government regulating the conditions for business of automobile driving training and driving test services; Circular No. 38/2019/TT-BGTVT dated September 8, 2019, and Circular No. 01/2021/TT-BGTVT dated January 27, 2021 of the Ministry of Transport regulating the training, testing, and issuance of driver's licenses for road motor vehicles.
Traffic simulation software helps learners recognize and detect unsafe traffic situations that commonly occur in real life, enabling them to drive safely. The software is built on research into simulation software used for driver's license testing and issuance in countries such as the UK, Australia, Japan, and Singapore.
The Ministry of Transport has confirmed that currently, the percentage of trainees passing the driving test on the traffic situation simulation software is over 80%.
Taking into account the feedback from voters, the Ministry of Transport will assign the Vietnam Road Administration to lead and coordinate with other units to develop software that adjusts and updates some scenarios to suit real-world situations, and adjusts the recognition time so that learners can easily grasp and handle them.
