Ministry of Planning and Investment gives comments on planning for development of industrial parks and economic zones in Nghe An
(Baonghean.vn) - The Ministry of Planning and Investment has just issued a document commenting on a number of contents in the planning report of Nghe An province for the period 2021-2030, with a vision to 2050, including the following contents on industrial parks and economic zones:
-Regarding industrial park development plan:
+ The total land area of industrial parks proposed for planning by 2030 is 8,036 hectares, exceeding 3,663 hectares compared to the industrial park land target in the land use planning by 2030 allocated to Nghe An province according to Decision No. 326/QD-TTg dated March 9, 2022 of the Prime Minister; therefore, it is recommended to review and arrange the order of investment priorities of industrial parks in accordance with the allocated industrial park land target and the ability to attract infrastructure investment and attract secondary investment.

+ The planning report proposes a number of industrial zones in the expansion plan of the Southeast Nghe An Economic Zone; however, there is no basis for considering and approving the economic zone expansion plan, so it is recommended to review this content.
+ Request specific explanation on meeting the conditions as prescribed in Clause 4, Article 4 of Decree No. 35/2022/ND-CP dated May 28, 2022 of the Government.
+ In the process of developing the industrial park system development plan, to ensure the feasibility of implementing the proposed industrial parks, it is recommended that the People's Committee of Nghe An province review the investment attraction capacity of industrial parks, forecast the investment attraction capacity of the province's industrial parks in the period of 2021 - 2030 and the conditions for approving the investment policy of industrial park infrastructure projects (including conditions on occupancy rate, land use conversion) according to the provisions of the law on investment and the law on industrial parks to develop a reasonable plan. At the same time, when considering and determining the location of newly added industrial parks in the planning, it is recommended to review and ensure that there is no overlap with other existing projects; in case of overlap, it is recommended to have a specific handling plan, ensuring compliance with legal regulations.
+ Review and unify the content of the industrial park system development plan in the Summary Report and the draft Decision approving the provincial planning and refer to the content of the industrial park system development plan in the approved provincial planning to unify the presentation of the list of industrial parks.
- On economic zone development plan:
+ The total land area of the Southeast Nghe An Economic Zone and Thanh Thuy Border Gate Economic Zone proposed for planning to 2030 is more than 131,000 hectares, exceeding by more than 100,000 hectares the economic zone land target in the land use planning to 2030 allocated to Nghe An province according to Decision No. 326/QD-TTg; therefore, there is no basis to consider and approve the economic zone system development plan proposed by the People's Committee of Nghe An province.
+ Nghe An Provincial People's Committee needs to review and develop a plan to develop the economic zone system in accordance with the allocated economic zone land quota; if necessary, propose a plan to expand or establish a new economic zone in case of additional economic zone land quota and must meet the conditions and standards as prescribed by law.
+ About Thanh Thuy Economic Zone:
The task of "Promoting the development of Thanh Thuy Border Gate Economic Zone, upgrading Thanh Thuy National Border Gate into an international border gate, becoming an important trade hub with Laos, Thailand, and Myanmar" stated in Resolution No. 26/NQ-TW dated July 30, 2013 of the Politburo on the direction and tasks of developing Nghe An province until 2020 has not yet been implemented. Therefore, in Document No. 3985/CV-HDTĐ dated May 29, 2023 of the Provincial Planning Appraisal Council reviewing the planning dossier of Nghe An province for the period 2021-2030, with a vision to 2050, it requested a specific explanation of the basis for proposing the development of Thanh Thuy Border Gate Economic Zone (Thanh Chuong district, Nghe An) during the planning period.
In the report on acceptance and explanation after appraisal of the planning dossier of Nghe An province for the period 2021-2030, with a vision to 2050, attached with Document No. 2273/SKHDT-TH dated June 8, 2023 of the Department of Planning and Investment of Nghe An province, it is stated that "In the development plan of the functional areas, there is a proposal to expand the Southeast Economic Zone and establish the Thanh Thuy Border Gate Economic Zone if the land area allocated according to Decision No. 326/QD-TTg is adjusted. Regarding this, the Prime Minister issued Document No. 315/TTg-KTN dated April 27, 2023 on the preparation, appraisal and approval of the 5-year land use plan for 2021-2025 at the provincial level and the preparation and adjustment of the district-level land use plan for the period 2021-2030 and Directive No. 360/CT-TTg dated May 2, 2023 on the results of the planning. implementation of assigned land use planning targets; synthesis of land use targets that need to be adjusted in the land use planning to 2030 and the land use plan to 2025. Therefore, this is the proposed plan when Decision No. 326/QD-TTg is adjusted in the coming time". However, this content has not been shown in the planning report, so it is recommended to clearly state it in the planning report to avoid confusion.
