On the morning of October 26, continuing the working program of the 2nd Session of the 14th National Assembly, delegates discussed in the hall the draft Law amending and supplementing a number of articles of the Penal Code.

National Assembly Deputy Nguyen Thi Xuan (Dak Lak Delegation) said: The Penal Code is a large and very important law, it is the legal basis to protect national sovereignty, national interests and security, civil rights and equality of all citizens. In addition, it is also the basis to educate all citizens to obey the law.
The Criminal Code plays a particularly important role in the fight against crime. If any mistakes occur, it will cause serious consequences.
Delegate Nguyen Thi Xuan expressed her opinion: “I agree with option 2 of the review report of the Law Committee that it is necessary to overcome the maximum errors in the law. Even the unreasonable regulations must be thoroughly and comprehensively revised.
A law that is promulgated must ensure high feasibility, be close to reality and have long-term stability. If there are still errors, it will be further improved and supplemented. When the draft law is truly good and of good quality, it will be passed.

The draft law adds provisions for determining the content of drugs to convert them into mass or volume as a basis for criminal proceedings. According to National Assembly member Nguyen Huu Cau, Nghe An delegation, such provisions are not suitable for practice.
Mr. Cau said: “I only agree that there are 4 cases that need to be appraised: dissolved solid drugs, diluted liquid drugs, opium and precursors, and psychotropic substances.
This field of expertise belongs to criminal proceedings agencies, which means it belongs to formal law, not substantive law, so we should not include it here. If there is any amendment, it must be included in the formal law, which is the Criminal Procedure Law.”.
