Notably last week, the Politburo and the Secretariat issued Conclusion No. 177-KL/TW (July 11, 2025) on continuing to build the organization and operation of two-level administrative units to ensure smoothness and efficiency.

In Conclusion No. 177, the Politburo and the Secretariat acknowledged and highly appreciated relevant agencies and localities for actively and diligently completing assigned tasks and contents; closely coordinating, regularly updating the situation, overcoming difficulties, promptly handling arising problems so that the apparatus of 2-level administrative units basically ensures smooth and stable operation from July 1, 2025 to present.

One of the contents stated in the above Conclusion is that Party committees and organizations directly under the Central Committee, ministries and branches continue to review and perfect the legal system in accordance with the new model; strengthen policy communication, create consensus and participation of the people; maintain and improve the level of people's satisfaction, using satisfaction as a measure.

To solve the immediate difficulties, the Politburo and the Secretariat allow the deployment and arrangement of cadres with capacity, experience, and ability to meet the job requirements but still lacking the standards of theoretical qualifications and planned positions to appoint them to participate in the executive committee, standing committee, secretary, deputy secretary, chairman, vice chairman of the People's Council, chairman, vice chairman of the People's Committee at the commune level to ensure sufficient approved numbers.

2025 is the final year of implementing three national target programs for the 2021-2025 period on new rural construction, sustainable poverty reduction, and socio-economic development in ethnic minority and mountainous areas.

In order to continue to innovate and improve the quality of cadre assessment work, ensuring that it is increasingly substantive and linked to specific work results and products, on May 30, 2025, the Central Organizing Committee issued an Official Dispatch on piloting the weekly assessment of work results for cadres, civil servants and workers, starting from June 1, 2025.
