Appointing Mr. Le Phuoc Hoai Bao and the lesson of "forced ripening of unripe fruit"
After a series of violations in the work of promoting, appointing, and rotating officials in a number of localities, including the case of Mr. Le Phuoc Hoai Bao, Director of the Department of Planning and Investment of Quang Nam province, who was recently...temporary suspension from work,Many people question the "rapid" promotion of some young officials thanks to the "support" of local leaders.
Two years ago, the leaders of Quang Nam province decided to appoint Mr. Le Phuoc Hoai Bao, son of Mr. Le Phuoc Thanh (at that time, Secretary of the Quang Nam Provincial Party Committee - who had just been proposed to the Secretariat for disciplinary action) to the position of Director of the Department of Planning and Investment. At that time, many people questioned whether it was okay for a 30-year-old official with little practical experience to be assigned to head such an important Department? And if Mr. Bao was not the son of the Provincial Party Committee Secretary, would he have been able to sit in this position?
Mr. Le Phuoc Hoai Bao, Director of the Department of Planning and Investment of Quang Nam province, has just been temporarily suspended from work. |
“Is it too quick to appoint such a young person who has not been tested? Before, some people said it was the right procedure, but procedures are also written by humans and spoken by humans. Now it is clear whether the procedure is correct or not, so we should not skip any stage of the process because it would be extremely dangerous,” Mr. Anh said.
Mr. Nguyen Thanh Tan, a retired cadre in An My ward, Tam Ky city, Quang Nam province, said that it is necessary to strictly handle those involved in the promotion and appointment of Mr. Le Phuoc Hoai Bao to strengthen people's trust.
“We need to gradually clean up the apparatus to make it clean, not allowing cover-ups and favors, allowing the children of high-ranking officials to quickly rise to positions. I suggest that the province should learn from the experience in the process of cleaning up the apparatus from the bottom up,” Mr. Tan suggested.
Mr. Nguyen Van Bay, Secretary of the Party Cell of Trung An Ward, Ai Nghia Town, Dai Loc District, Quang Nam Province - where Party member Le Phuoc Hoai Bao was admitted and managed, explained that while Mr. Bao was studying abroad, he submitted a request to transfer his Party activities, but the Party Cell did not report it to his superiors.
“From the time of monitoring and helping to the time of official admission and transfer, Mr. Bao had all the necessary documents. The Party cell learned from experience to continue working because the rural Party cell is mostly made up of farmers, and those with some cultural background have applied to work in state agencies,” said Mr. Bay.
Mr. Phan Viet Cuong, Standing Deputy Secretary of the Quang Nam Provincial Party Committee, said that implementing the Conclusion of the Central Inspection Committee, the Provincial Party Committee Standing Committee directed the Party Committees, affiliated Party Cells and each Party member to self-examine and clarify responsibilities.
Regarding Mr. Le Phuoc Hoai Bao, the province will conduct a review, clarify shortcomings in declaring personal history, studying abroad process and carry out procedures to remove party member's name according to regulations.
“In the spirit of strict self-criticism, those with shortcomings will be clarified, the objective and subjective causes leading to those shortcomings will be investigated and they will be disciplined. The Standing Committee of the Quang Nam Provincial Party Committee will draw lessons in the work of cadre management, planning, promotion, appointment and rotation of cadres. The Standing Committee of the Provincial Party Committee will also conduct regular or surprise inspections of a number of Party Committees and Party Cells with problems in promotion and appointment, and any unusual issues that are found so that they can be promptly rectified,” Mr. Cuong emphasized.
There is a saying in the world that “haste makes waste”, doing things in a hurry or impatiently will make it difficult to succeed. In personnel work, cases of “forced ripening of unripe fruit” will sooner or later reveal weaknesses and failures.
In the case of Mr. Le Phuoc Hoai Bao, many people believe that it is a painful lesson about selfishness and self-interest for oneself and one's family./.
