To simplify the procedures for issuing and exchanging driving licenses, the Government has approved the removal of the requirement to submit a copy of the identity card.

The Government has just issued Resolution 80 on simplifying administrative procedures and citizen papers related to population management within the state management scope of the Ministry of Transport.

Accordingly, the application for new issuance or change of driving license is abolished.regulations on submitting a copy of identity card or passport.

The Government also agreed to the plan to abolish the information requirements in the registration form including: Date of birth, gender, household registration, ID number and date of issue.

To implement the above contents, the Government requires adding a personal identification number to the application form (the code is issued when making a citizen identification card).

A representative of the General Department of Roads (Ministry of Transport) said that when citizens come to do procedures related to a driver's license, they only need to present their personal identification number and fill in their last name, middle name, and birth name; other information fields will be used by the authorities based on the personal identification number to exploit from the national population database.

However,Currently, the number of citizens with personal identification codes is still low, so the Government allows the Ministry of Transport to coordinate with other ministries and branches to amend and supplement relevant regulations to simplify the above administrative procedures in accordance with the completion and operation time of the national population database. "That means that for now, we will still apply current regulations and wait for the national population database to be synchronized before implementing," he said.

Personal identification number is a 12-digit number, established from the national population database, issued to each Vietnamese citizen from the time of birth registration and associated with them until death, unchanged throughout life.It is expected that by the end of 2020, basic information of all citizens will be entered and updated into the national population database and each citizen will have a personal identification number.

By the end of 2016, in 16 localities, more than 3.3 million citizens had been issued personal identification numbers.
