Ministry of Home Affairs proposes not to appoint new "rank" positions

In a recently sent document, the Ministry of Home Affairs requested ministries, branches, provinces, centrally-run cities and relevant agencies not to appoint new "rank" titles for cadres, civil servants and public employees.

According to the Ministry of Home Affairs, currently, the Law on Cadres and Civil Servants and its implementing documents do not have regulations on the appointment of "rank" titles in administrative agencies. However, in some ministries, branches and central agencies, due to the nature of their work and to ensure the regime and policies for cadres and civil servants when they are transferred to central agencies, they have appointed "rank" titles.

In Resolution 18 of the 12th Central Committee, Session 6, "Some issues of innovation and reorganization of the political system to be streamlined and operate effectively and efficiently", there is a requirement: "Specify standards, conditions, and policies to reduce the scope and subjects of appointment at the rank level".

The Ministry of Home Affairs said that, in carrying out its assigned tasks, the Central Organizing Committee is presiding over and coordinating with relevant agencies to research and develop a project "Developing standards, regimes and policies for the team of experts; standards and regimes for assistants and secretaries of Politburo members, Secretariat and leaders of the Party and State" to overcome the appointment of "official" titles.in agencies, organizations, units.

"To strictly implement the Party's regulations and the law on personnel work, during the time when there are no new regulations from the Politburo and the Government on the appointment of 'rank' titles, we request that ministries, ministerial-level agencies, agencies under the Government, People's Committees of provinces and centrally-run cities and relevant agencies not make new appointments to 'rank' titles for cadres, civil servants and public employees," the official dispatch of the Ministry of Home Affairs stated.
