Ministry of Home Affairs proposes procedure for approving 5-year civil servant payroll
In the draft Decree on job positions and civil servant payroll, the number of people working in administrative agencies, organizations, and public service units, the Ministry of Home Affairs proposed the procedure for approving the civil servant payroll for 5 years.

According to the draft, the procedure for approving the 5-year civil servant payroll is as follows:
1- Administrative agencies and organizations under ministries, branches and localities shall base on the job position and workload of each job position, except for support service positions; the level of modernization of offices, equipment, working means and application of information technology; the actual use of assigned civil servant and career establishment to develop a 5-year civil servant establishment plan of their agency or organization, and send it to the agency or organization for regulation.
2- Agencies and organizations assigned with the task of organizing cadres of ministries and branches shall appraise the 5-year civil servant staffing plan of administrative agencies and organizations under the management of the ministries and branches; synthesize and prepare the 5-year civil servant staffing plan of the ministries and branches and submit it to the head for sending to the Ministry of Home Affairs.
3- Local agencies and organizations assigned with the task of organizing cadres shall appraise the 5-year civil servant staffing plan of administrative agencies and organizations under the local management; synthesize and prepare the 5-year civil servant staffing plan of the locality and submit it to the Chairman of the Provincial People's Committee for submission to the competent Party agency in the locality for comments before sending it to the Ministry of Home Affairs.
4- The Ministry of Home Affairs shall appraise the 5-year civil service payroll plan of each ministry and branch and compile the 5-year civil service payroll plan of the locality to submit to the Government, the Prime Minister shall report to the Central Steering Committee on payroll management. Based on the number of civil service payrolls approved by the competent Party agency at the central level, the Ministry of Home Affairs shall submit to the Government to assign civil service payrolls to ministries and branches and submit to the Government a document requesting the locality to decide specifically on the civil service payrolls of each agency and administrative organization under its management.
5- Ministries, branches and localities decide to annually assign civil servant payrolls to each agency and organization under the ministry, branch and locality within the total civil servant payrolls for 5 years assigned by competent agencies and organizations.
Contents of the 5-year civil service staffing plan
In addition, the draft Decree also clearly stipulates the content of the 5-year civil servant staffing plan, including:
1- The necessity of planning the 5-year civil service payroll.
2- Report on the assessment of the assignment, management and use of civil servant payrolls in the previous 5 years adjacent to the 5-year plan
3- 5-year and annual civil servant staffing plans of each agency and organization; accompanied by statistics and synthesis of civil servant staffing data according to Appendix IA or Appendix IB
4- Solutions to implement the civil servant payroll plan after being assigned or approved by competent authorities, forecasting additional and replacement civil servant sources, implementing the payroll streamlining policy and estimating the budget for implementation.
