The Ministry of Interior has established a team to inspect the appointment of the Department Head.

At the Ministry of Interior's regular press conference on the afternoon of August 20th, journalists asked questions revolving around appointments within the Ministry.

"The recent conclusion of the Central Inspection Committee recommends that the Party Committee of the Ministry of Interior and Deputy Minister Nguyen Duy Thang seriously learn from the experience in accepting and appointing Ms. Ha Thi Dung - Director of the Non-Governmental Organizations Department, when she did not meet the requirements; and requests that they direct a review of responsibilities and handle the matter according to their authority."

"This matter is not yet resolved, but according to the latest decision, the Ministry of Interior has reassigned Ms. Dung to the position of Director of the General Affairs Department. Is this reassignment correct?", the Ho Chi Minh City Law Newspaper asked.

Deputy Minister Nguyen Trong Thua replied that, recently, in accordance with the functions of higher-level agencies, the Party Committee of the Ministry has been tasked with reviewing and verifying the information reflected in the press reports.

"The Party Committee of the Ministry of Interior has established a working group, and we will act in accordance with its functions. The issues discussed, within our authority, will be announced to the press at the appropriate time," the Deputy Minister of Interior said.

The Ministry of the Interior must clean up its own house first.

Also concerned about this case, Thanh Nien newspaper asked: "Regarding Ms. Ha Thi Dung's case, we had a private discussion with Minister Le Vinh Tan, and the Minister said that after the Central Inspection Committee issued a document, the Ministry and the Ministry's Party Committee established a working group to investigate the allegations that Ms. Dung was appointed without meeting the required qualifications."

However, while the Party Committee was reviewing the case, Ms. Dung was transferred to another department. What was the purpose of this transfer? Is it appropriate to make such a transfer while the complaint review is still ongoing, given that this occurred within the Ministry responsible for state management and personnel affairs?

Deputy Minister Nguyen Trong Thua stated that, regarding the case of Ms. Ha Thi Dung, as the Minister has already explained, the Ministry of Interior is currently tasked by the Prime Minister with inspecting public service work nationwide, and its stance is to always carry out personnel work in accordance with the law.

"With the Ministry of Interior setting a very good example, as our Minister said, we must clean up our own homes first," Mr. Thua emphasized.

He added that the Ministry of Interior recently issued a thematic resolution on this field. The Minister and Secretary of the Party Committee has established a working group comprising Department Heads, Chief Inspectors, etc., to assist the Minister and Secretary of the Party Committee in monitoring the situation in various units and advising on and proposing personnel arrangements.

The Deputy Minister affirmed: "The appointment of Ms. Ha Thi Dung was considered based on work needs and personnel deployment. Regarding the issue of this transfer while a violation is under investigation, we are currently not discussing whether or not a violation has occurred."

Mr. Thua stated that if a violation is found, it will be investigated regardless of the position held, including transfers or promotions to higher positions. If the statute of limitations has not expired, the investigation will still be conducted.

"This matter is currently being considered by the Steering Committee and the Minister," the Deputy Minister said.
