Ministry of Home Affairs sets up inspection team for appointment of Department Head
The Party Committee of the Ministry of Home Affairs established a working group to investigate the scandal surrounding the appointment of the Director of the Department of Non-Governmental Organizations.
At the regular press conference of the Ministry of Home Affairs on the afternoon of August 20, the press raised questions about appointments at the Ministry.
“The recent conclusion of the Central Inspection Commission requested the Party Committee of the Ministry of Home Affairs and Deputy Minister Nguyen Duy Thang to seriously learn from experience in receiving and appointing Ms. Ha Thi Dung - Director of the Department of Non-Governmental Organizations, when she was not qualified; requested to direct a review of responsibilities and handle them according to authority.
This matter has not been resolved yet, but according to the latest decision, the Ministry of Home Affairs has transferred Ms. Dung to the position of Head of the General Department. So is this transfer correct?”, asked the Ho Chi Minh City Law Newspaper.

Deputy Minister Nguyen Trong Thua replied that recently, according to the functions of the superior agencies, the Party Committee is being assigned to review and verify based on the spirit of the press's reflection.
“The Party Committee of the Ministry of Home Affairs has established a working group and we will carry out our duties. The issue will be announced to the press at the appropriate time, according to our authority,” said the Deputy Minister of Home Affairs.
The Interior Ministry must clean its own house first.
Also interested in this case, Thanh Nien newspaper asked: "In the case of Ms. Ha Thi Dung, we had a private discussion with Minister Le Vinh Tan. The Minister said that after the Central Inspection Committee issued a document, the Ministry and the Party Committee established a working group to investigate the case of Ms. Dung being accused of being appointed without meeting the standards.
However, while the Party Committee was reviewing, Ms. Dung was transferred to be the Head of another Department. What was the purpose of the transfer? Was the transfer correct during the process of reviewing complaints, because this happened in the Department of Staff and State Management of Personnel Work?

Deputy Minister Nguyen Trong Thua said that in the case of Ms. Ha Thi Dung, as the Minister answered, currently, the Ministry of Home Affairs has been assigned by the Prime Minister to inspect public service work nationwide, with the viewpoint of always performing personnel work according to the provisions of the law.
“With the Ministry of Interior being a very exemplary model, as our Minister said, we must clean our own house first,” Mr. Thua emphasized.
He added that the Ministry of Home Affairs has recently issued a specialized resolution on this field. The Minister and the Secretary of the Personnel Committee have established a working group consisting of Department Heads, Chief Inspectors... to help the Minister and the Secretary of the Personnel Committee grasp the situation of the units, advise and propose personnel arrangements.
The Deputy Minister affirmed: “The assignment of Ms. Ha Thi Dung is considered based on work requirements and staff mobilization. You guys raised the issue of this transfer while considering violations, but at present, we have not said whether there is a violation or not.”
Mr. Thua said that if there is a violation, any position will be considered, including transfer or promotion to a higher position. If the statute of limitations is still valid, it will still be considered.
