Ministry of Home Affairs submits to the Government Project on rearranging provincial administrative units in 2025

According to the Ministry of Home Affairs, all 23/23 provincial-level administrative units formed after the rearrangement have met the standard orientation of provincial-level administrative units as prescribed in Article 4, Resolution No. 76/2025/UBTVQH15.

Minister of Home Affairs Pham Thi Thanh Tra has just signed a document to the Government on the arrangement of provincial-level administrative units in 2025.

The report shows that, based on Resolution No. 60-NQ/TW of the 11th Central Conference, 13th tenure; Resolution No. 76/2025/UBTVQH15 of the National Assembly Standing Committee on the arrangement of administrative units in 2025 and the assignment of the Government; The People's Committees of 23 provinces and centrally-run cities (where the political-administrative centers of new provincial-level administrative units are selected) have presided over and coordinated with relevant localities to develop 23 dossiers of the Project to arrange 52 provincial-level administrative units.

The Ministry of Home Affairs has appraised the 23 above-mentioned Project dossiers and compiled and developed them into a Government Project on the arrangement of provincial-level administrative units in 2025.

The Government's draft project identifies 52 provincial-level administrative units to be reorganized, including 4 cities: Hai Phong, Ho Chi Minh City, Da Nang, Can Tho; 48 provinces: Ha Nam, Hung Yen, Vinh Phuc, Bac Ninh, Thai Binh, Hai Duong, Nam Dinh, Ninh Binh, Bac Kan, Thai Nguyen, Phu Tho, Bac Giang, Hoa Binh, Tuyen Quang, Lao Cai, Yen Bai, Ha Giang, Ninh Thuan, Quang Tri, Phu Yen, Quang Binh, Quang Ngai, Khanh Hoa, Dak Nong, Tay Ninh, Binh Duong, Binh Thuan, Binh Phuoc, Ba Ria-Vung Tau, Ben Tre, Bac Lieu, Vinh Long, Hau Giang, Tra Vinh, Tien Giang, Soc Trang, Dong Thap, An Giang, Long An, Ca Mau, Quang Nam, Binh Dinh, Dak Lak, Dong Nai, Gia Lai, Kon Tum, Lam Dong and Kien Giang.

There are 11 provincial administrative units that do not carry out the arrangement, including 10 provincial administrative units that meet the standards according to regulations: Hanoi, Hue, Lai Chau, Dien Bien, Son La, Lang Son, Quang Ninh, Thanh Hoa, Nghe An, Ha Tinh; 1 province that does not meet the standards but has special factors is Cao Bang.

After the arrangement, Ho Chi Minh City has a population of more than 14 million people.

Regarding the arrangement plan, the Ministry of Home Affairs said that there are 23 arrangement plans for 52 provincial-level administrative units to form 23 new provincial-level administrative units.

Specifically: Merge Ha Giang province and Tuyen Quang province into a new province called Tuyen Quang province, with a natural area of ​​13,795.50km2.2, population 1,865,270 people, political-administrative center located in Tuyen Quang province today.

Merge Yen Bai province and Lao Cai province into a new province called Lao Cai province, with a natural area of ​​13,256.92 km2.2, population 1,778,785 people, political-administrative center located in Yen Bai province today.

Merge Bac Kan province and Thai Nguyen province into a new province called Thai Nguyen province, with a natural area of ​​8,375.21 km2.2, population 1,799,489 people, political-administrative center located in Thai Nguyen province today.

Merge Vinh Phuc province, Hoa Binh province and Phu Tho province into a new province called Phu Tho province, with a natural area of ​​9,361.38 km2.2, population 4,022,638 people, political-administrative center located in Phu Tho province today.

Merge Bac Giang province and Bac Ninh province into a new province called Bac Ninh province, with a natural area of ​​4,718.6 km2.2, population 3,619,433 people, political-administrative center located in Bac Giang province today.

Merge Thai Binh province and Hung Yen province into a new province called Hung Yen province, with a natural area of ​​2,514.81 km2.2, population 3,567,943 people, political-administrative center located in Hung Yen province today.

96.19% of people agree on the policy of arranging provincial administrative units

After the arrangement, the whole country has 34 provincial-level administrative units including 6 centrally-run cities (Hanoi, Hai Phong, Hue, Da Nang, Can Tho and Ho Chi Minh City) and 28 provinces (including: Lai Chau, Dien Bien, Son La, Lang Son, Cao Bang, Tuyen Quang, Lao Cai, Thai Nguyen, Phu Tho, Bac Ninh, Hung Yen, Ninh Binh, Quang Ninh, Thanh Hoa, Nghe An, Ha Tinh, Quang Tri, Quang Ngai, Gia Lai, Khanh Hoa, Lam Dong, Dak Lak, Dong Nai, Tay Ninh, Vinh Long, Dong Thap, Ca Mau, An Giang).

According to the Ministry of Home Affairs, all 23/23 provincial-level administrative units formed after the rearrangement have met the standard orientation of provincial-level administrative units as prescribed in Article 4, Resolution No. 76/2025/UBTVQH15.

The Project dossier has been implemented in accordance with the provisions of Clause 2, Article 8, Resolution No. 76/2025/UBTVQH15. Accordingly, the project has clearly stated the legal basis, necessity, current status of provincial administrative units to be reorganized, the arrangement plan, the basis for selecting the plan, the name and political-administrative center of the new provincial administrative unit after the arrangement, and the assessment of the impact on state management activities, economy, society, national defense, political security, social order, administrative procedure reform and provision of public services in the areas of the administrative units after the arrangement.

Pursuant to Resolution No. 60-NQ/TW, Resolution No. 76/2025/UBTVQH15 and guiding documents of central agencies, the People's Committees of provinces and cities (where the political and administrative centers of the new provincial-level administrative units are selected) have presided over and coordinated with the People's Committees of provinces to jointly develop provincial-level administrative unit arrangement projects (for each pair of provinces); organized public consultation and approved by People's Councils at all levels according to regulations. The results of public consultation showed a high consensus rate, with an average nationwide rate of 96.19% and 100% of the People's Councils at the provincial, district and commune levels of 52 provinces and cities voted in favor of the provincial-level administrative unit arrangement policy of their localities.
