Ministry of Agriculture and Rural Development responds to Nghe An voters' petition on the Luong - Yen - Khai dyke repair and upgrade project
(Baonghean.vn) - The project to repair and upgrade the Luong - Yen - Khai dike in Thanh Chuong district has been implemented since 2011, with the Department of Agriculture and Rural Development of Nghe An province as the investor. The project's funding comes from the central government's support to overcome the consequences of floods.
However, the project has only reached 63% of the contract value so far. Nghe An voters recommend that the Ministry of Agriculture and Rural Development pay attention to allocating funds to continue construction and promote the effectiveness of the project.
Regarding this issue, the Ministry of Agriculture and Rural Development has issued Document No. 2017/BNN-DD responding as follows:
In recent years, the Government, ministries and branches have paid attention to allocating funds to invest in upgrading and repairing dikes, maintaining and urgently handling dike incidents in Nghe An province (from 2018-2023, 801.9 billion VND was allocated to invest in, repair and upgrade the dike system; 148.0 billion VND was allocated to maintain, repair and urgently handle dike incidents on level II and level III dikes).
In addition, in response to the impact of natural disasters, floods and storms every year, the National Steering Committee for Natural Disaster Prevention and Control has compiled and reported to the Prime Minister to support funding from the central budget reserve for localities to overcome the consequences of natural disasters and urgently handle dike projects (from 2018-2023, Nghe An province has been supported with 795.0 billion VND).

Arranging funds to continue construction and promote the effectiveness of the project to repair and upgrade the Luong - Yen - Khai dike, Thanh Chuong district (Nghe An province) as proposed by voters is necessary.
However, due to the large dike system while the central budget managed by the Ministry of Agriculture and Rural Development is still limited, it cannot fully meet the local support needs (in the medium-term public investment plan for the period 2021-2025, the Ministry has allocated 42.5 billion VND to repair and upgrade the dike and key sluices under the Lam left dike.
At the same time, the Ministry also reported to the Prime Minister to support 200 billion VND from the capital of the Socio-Economic Recovery and Development Program for the province to implement the anti-erosion embankment project to protect the Lam left dike in Yen Xuan area, Hung Nguyen district.

Therefore, the National Assembly Delegation of Nghe An province recommends that the Provincial People's Committee review, prioritize, and effectively implement the capital sources allocated by the Central Government, and mobilize local resources to continue investing in repairing and upgrading dikes in the area, including the Luong - Yen - Khai dike repair and upgrade project in Thanh Chuong district as proposed by voters.
In the coming time, the Ministry will continue to coordinate with Nghe An province and relevant ministries and branches to report to the Prime Minister to pay attention to supporting investment funding and upgrading the dike system to ensure flood and storm prevention requirements in accordance with the conditions of the central budget.
